One of the most frustrating symptoms of COVID-19 coronavirus is the loss of the sense of smell and scientists now say they think they understand why it happens. The experts writing in the journal Science Advances said the coronavirus infiltrates the cells that provide major structural support to sensory neurons — the neurons that detect odors and send those messages to the brain. Since the sense of smell is linked to the sense of taste, the coronavirus also affects the ability to taste food. Harvard Medical School researchers said 90% of recovering COVID-19 patients who lost their sense of smell and taste regained it.   “Once the infection clears, olfactory neurons don’t appear to need to be replaced or rebuilt from scratch,” neurobiology professor Dr. Sandeep Robert Datta writes in the Science Advances study. “But we need more data and a better understanding of the underlying mechanisms to confirm this conclusion.”  In separate studies, scientists are still trying to conclude whether it is possible to get COVID-19 twice. They say the particular coronavirus that causes COVID-19 is new and much is still unknown.Health-care workers prepare to test people with COVID-19 symptoms near the beach in Saint Jean de Luz, southwestern France, Monday, July 27, 2020.U.S. officials told The Associated Press that Russian military intelligence is using three different English language websites to spread disinformation about the coronavirus. Among the headlines that Russian agents spread, according to the officials, is one that suggests Russia has given the United States substantial amounts of aid to fight the coronavirus, and another saying Chinese authorities believe the coronavirus is a biological weapon. The U.S. officials told AP that about 150 different articles were published on the websites that both praise the U.S. response and tear it down as inadequate. It is unclear exactly why the Russian operatives may be spreading disinformation, but the U.S. officials said it may be an attempt to stir up confusion ahead of the November presidential election, although the stories do not appear to give an advantage to one candidate over the other.  McDonalds said Tuesday that it had missed its profit expectations because of a nearly 25% drop in same-store sales because of the coronavirus pandemic.  Nearly every McDonald’s dining room is closed, and the restaurants are open for drive-thru or curbside delivery service only.  McDonald’s shares lost more than 2.5% on Wall Street Tuesday. But the company said it expect July sales figures to be up, saying it has adjusted to a different way of doing business.  Elsewhere, Malta’s health ministry said Tuesday that 65 people out of a group of 94 migrants rescued at sea a day earlier tested positive for COVID-19. “Migrants arriving by boat are immediately quarantined for 14 days and tested. The migrants who are positive will continue to be isolated and the rest will remain in quarantine and followed up,” the ministry said. The nationalities of the migrants were not disclosed, but authorities believe their overcrowded boat had taken off from Libya.  And starting Saturday, the North Atlantic island of Madeira will become the first Portuguese territory to make it mandatory to wear face masks in public. Authorities on Madeira have reported only 105 COVID-19 cases and no new ones since last week.   “The use of the mask is exactly to show those who visit us the reason why we have these results,” the region’s general health secretary, Pedro Ramos, said. Masks on Madeira are already required in stores and on buses.  Belarusian President Alexander Lukashenko, who has resisted measures such as lockdowns and social distancing, said Tuesday that he had been diagnosed with COVID-19 and recovered “on his feet.” “As I said, 97% of our population carry this infection asymptomatically,” he said.  Belarus has confirmed more than 67,000 cases and 543 deaths related to the coronavirus.  Lukashenko’s apparent indifference to the virus has been a part of recent protests against his authoritarian rule ahead of next month’s presidential election. Belarus’ refusal to put two major opposition leaders on the ballot all but assures him of another term.

A Seattle judge’s decision to compel The Seattle Times and four local television stations to turn over unpublished photos and videos from Black Lives Matter protests to the police is raising new questions about news media independence and credibility.  On July 23, King County Superior Court Judge Nelson Lee ruled in favor of the city’s police department in forcing the outlets to comply with a legal request filed last month over protests that turned violent on May 30. Special laws called “shield” laws are designed to protect journalists from most of these requests, with exceptions for material critical to a criminal investigation. In this case, the judge said police needed the materials to identify suspects in open arson and gun-theft investigations.  Free press advocates say the ruling could set a dangerous precedent for First Amendment rights in the U.S. At least one other news outlet — Cleveland’s Plain Dealer — was served aSeattle Police ride on a vehicle behind bicycle police during a Black Lives Matter protest march, July 25, 2020, in Seattle.“Protests are already the most dangerous setting for journalists on the job in the United States,” she told VOA. “This only amplifies the danger that journalists are already in when they go to work at these events.” The American Civil Liberties Union of Washington condemned the ruling in a July 23 statement. “At a time when our basic freedoms are under attack, the City of Seattle should be doing everything possible to protect those foundational freedoms,” the ACLU said.  The case centered around whether the state’s shield law protects journalists from turning over information. Almost every U.S. state has a shield law, although protections vary. Under Washington’s law, journalists receive absolute protection from revealing information from confidential sources. For news or information that journalists gather in their reporting, it provides qualified protection allowing some to be disclosed through a subpoena, Lamo said. A subpoena may be granted if the information is highly relevant to a case, if it is critical to proving a material issue to a claim or defense, if there is a compelling interest in the information, and if alternative ways to get the information are exhausted, Lamo said. In his decision last week, Lee ruled that this request met all four criteria. The judge placed limits, however, saying the police department could not use the video to pursue suspects in investigations unrelated to arson or gun theft. He also allowed only video from professional camera equipment, not reporters’ cellphones. Before Lee’s ruling, the Reporters Committee filed a friend-of-the-court brief siding with efforts by the five news organizations to quash the request.  Michele Matassa Flores, executive editor of The Seattle Times, said earlier this month that the subpoena risked damaging the paper’s credibility.  “We don’t work in concert with government, and it’s important to our credibility and effectiveness to retain our independence from those we cover,” Matassa Flores said. A decision on whether to appeal has not been made, a lawyer representing the news outlets said last week.

New study results are boosting hopes that there soon may be a simple, reliable way to help family doctors diagnose the most common form of dementia. Researchers say an experimental blood test was able to distinguish people with Alzheimer’s disease from those without it in several studies.
The accuracy ranged from 89% to 98%, though the test still needs more validation. Several companies are developing these tests, which measure a protein that damages the brains of people with the disease. The results were discussed at an Alzheimer’s conference Tuesday, and some were published in the Journal of the American Medical Association.
Developing such a test has been a long-sought goal, and scientists warn that the new approach still needs more validation and is not yet ready for wide use.
But Tuesday’s results suggest they’re on the right track. The testing identified people with Alzheimer’s vs. no dementia or other types of it with accuracy ranging from 89% to 98%.
“That’s pretty good. We’ve never seen that” much precision in previous efforts, said Maria Carrillo, the Alzheimer’s Association’s chief science officer.
Dr. Eliezer Masliah, neuroscience chief at the U.S. National Institute on Aging, agreed.
“The data looks very encouraging,” he said. The new testing “appears to be even more sensitive and more reliable” than earlier methods, but it needs to be tried in larger, more diverse populations, he said.Living a healthy lifestyle can reduce the risk of Alzheimer’s or other dementia, even if you have a genetic risk, a large study found.The institute had no role in these studies but financed earlier, basic research toward blood test development.
Results were discussed at the Alzheimer’s Association International Conference taking place online because of the coronavirus pandemic. Some results also were published in the Journal of the American Medical Association.
More than 5 million people in the United States and many more worldwide have Alzheimer’s. Current drugs only temporarily ease symptoms and do not slow mental decline.
The disease is usually diagnosed through tests of memory and thinking skills, but that’s very imprecise and usually involves a referral to a neurologist. More reliable methods such as spinal fluid tests and brain scans are invasive or expensive, so a simple blood test that could be done in a family doctor’s office would be a big advance.
Last year, scientists reported encouraging results from experimental blood tests that measure abnormal versions of amyloid, one of two proteins that build up and damage Alzheimer’s patients’ brains. The new work focuses on the other protein — tau — and finds that one form of it called p-tau217 is a more reliable indicator. Several companies and universities have developed experimental p-tau217 tests.
Dr. Oskar Hansson of Lund University in Sweden led a study of Eli Lilly’s test on more than 1,400 people already enrolled in dementia studies in Sweden, Arizona and Colombia. They included people with no impairment, mild impairment, Alzheimer’s and other neurological diseases.
The p-tau217 test outperformed a host of other measures for indicating which patients had Alzheimer’s as verified by brain scans. It also was comparable to the brain scans and some spinal tests in accuracy.
The Arizona portion of the study included 81 people who had donated their brains upon death, so researchers were able to show that blood testing while they were alive closely matched evidence of disease later.
The Colombia part of the study included people with a rare gene that virtually destines them to develop Alzheimer’s at a young age, typically in their 40s. In those with the gene, p-tau217 blood levels started to rise “around 20 years before symptoms,” Hansson said.
The study’s sponsors include the U.S. National Institutes of Health, Swedish government health groups, the Alzheimer’s Association, many foundations and several companies. Some study leaders work for Lilly or consult for the company.
Two other research groups independently reported evidence for p-tau217 testing at the conference.
Scientists at the University of California, San Francisco, found it helped distinguish people with Alzheimer’s from those with another neurological disease — frontotemporal lobar degeneration — with 96% accuracy in a study of 617 people.
Dr. Suzanne Schindler of Washington University in St. Louis, Missouri, also found p-tau217 better than some other indicators for revealing which patients had plaques in the brain — the hallmark of Alzheimer’s.
“When patients come to me with changes in their memory and thinking, one of the major questions is, what’s the cause? Is it Alzheimer’s disease or is it something else?” she said. If tau testing bears out, “it would help us diagnose people earlier and more accurately.”
Schindler has already launched a larger study in a diverse population in St. Louis. Researchers have done the same in Sweden.
If benefits are confirmed, Masliah, Carrillo and others say they hope a commercial test would be ready for wide use in about two years.

Negotiations launched, the differences over the next coronavirus aid package are vast, a gulf between Democrats’ $3 trillion proposal and Republicans $1 trillion counteroffer, with millions of Americans’ jobless benefits, school reopenings and eviction protections at stake.
As top White House negotiators return to Capitol Hill on Tuesday the leverage is apparent: They are meeting at House Speaker Nancy Pelosi’s office. Republicans are so deeply divided over the prospect of big government spending it’s leaving Senate Majority Leader Mitch McConnell with a weakened hand.
It’s unclear whether any agreement can be reached between Congress and President Donald Trump before Friday’s deadline for expiring aid.”We cannot afford to fail,” Senate Democratic leader Chuck Schumer said as the chamber opened.
The outcome will be a defining one for the president and the parties heading into the November election as an uneasy nation is watching and waiting for Washington to bring some end to the health crisis and devastating economic fallout.
Key to the debate is the $600 weekly unemployment benefit bump that is expiring for millions of jobless Americans. Republicans want to slash it to $200 a week as an incentive to push people back to work. Democrats have shown flickers of willingness to curb the federal aid but are refusing to go that low.
McConnell is defending cuts to unemployment assistance saying Democrats “pretend it’s controversial.” Republicans, he argued, believe the federal supplement is too generous, on top of state benefits, and people should not be paid more while they are at home than they would if they were on the job.

With the virus death toll climbing and 4.2 million infections nationwide, both parties are eager for a deal. There is widespread agreement that more money is needed for virus testing, to help schools prepare to open in the fall and to shore up small businesses but they are far apart on the details.
Republicans seek $16 billion for virus testing but Democrats want $75 billion.
For school reopenings, Democrats want four times the $105 billion Republicans propose.
Democrats want to extend a federal eviction moratorium on millions of rental units that is expiring Friday, but Republicans are silent on evictions.
Republicans provided no new funding for cash-strapped states and cities, preferring to provide flexibility in how they spend previously approved aid. Democrats propose to provide nearly $1 trillion to avert municipal layoffs of government workers.
One area of common ground is agreement on a new round of $1,200 direct payments to Americans earning $75,000 or less.
But Democrats also add a “heroes’ pay” bonus for frontline essential workers, money food stamps and other assistance that Republicans do not provide.
“We have to do what’s right for the American people,” Pelosi said late Monday after meeting with the White House negotiators.
Treasury Secretary Steven Mnuchin and White House chief of staff Mark Meadows will return to Capitol Hill after huddling for nearly two hours late Monday with Pelosi and Schumer at the speaker’s office.
The Republicans come to the negotiating table hobbled by infighting and delays. McConnell, R-Ky., said he wanted to hit “pause” on new spending after Congress approved a sweeping $2.2 trillion relief package in March. But Pelosi, D-Calif., took the opposite approach, swiftly passing a $3 trillion effort with robust Democratic support. In the intervening months, the crisis deepened.
Even as McConnell, flanked by top GOP chairs Monday at the Capitol, unveiled his long-awaited proposal, conservative Republicans quickly broke ranks arguing the spending was too much and priorities misplaced. Half the Republican senators could vote against the bill, some warned.
Sen. Rand Paul, R-Ky. scoffed that McConnell’s bill was sure to win majority support — from Democrats.
“He has all the Democrats on his side,” Paul said of the Republican leader.
Republicans were scrambling to justify providing $1.7 billion for a new FBI headquarters in Washington, a non-pandemic-related expense that’s a top priority of the president but not of lawmakers or McConnell. Trump’s hotel is across the street from it on Pennsylvania Avenue.
As bipartisan talks unfold, the White House is now suggesting a narrower relief package may be all that’s possible with Friday’s approaching deadlines. Democrats have dismissed that as too meager.
The $600 weekly jobless benefits boost, approved as part of the March aid package, officially expires July 31, but because of the way states process unemployment payments, the cutoff was effectively Saturday.
Under the GOP proposal, the jobless boost would be reduced to $200 a week for two months through September and phased out to a new system that ensures no more than 70% of an employee’s previous pay. States could request an additional two months, if needed, to make the transition.
Economists widely see signs of trouble in the economy, which showed an uptick in the spring as some states eased stay-home orders and businesses reopened, but it now faces fresh turmoil with a prolonged virus crisis as states clamp down again.

The U.S. Africa Command (AFRICOM) says an airstrike that was intended to target al-Shabab fighters in Somalia earlier this year killed one civilian and wounded three others, in a rare admission by the Command.
 
The findings were part of AFRICOM’s second quarterly report on civilian casualties and marks only the third time in AFRICOM’s history that the command has said civilians were killed in Somalia as a result of U.S. airstrikes against Islamist militants.
 
“Our goal is to always minimize impact to civilians. Unfortunately, we believe our operations caused the inadvertent death of one person and injury to three others who we did not intend to target,” AFRICOM Commander Army Gen. Stephen Townsend said in a statement Tuesday.
 
The death occurred from a U.S. strike on Feb. 2 in the vicinity of Jilib, Somalia. The civilians killed and wounded “weren’t visible” when the military conducted the strike, which targeted and wounded one al-Shabab terrorist, AFRICOM spokesman Air Force Col. Chris Karns told VOA Tuesday.
 
“We are getting after a mutual threat in al-Shabab,” Karns said. “If we’re found to have made a mistake, we will admit to it because accountability and trust is key.”
 
The U.S. military has conducted 100 airstrikes against terror groups in Somalia and Libya between February 2019 and July 21, 2020, according to military press releases.
 
U.S. AFRICOM has closed investigations on civilian casualty allegations related to 27 separate incidents, including one posed by VOA about a strike in Jilib, Somalia, on Feb. 24, 2020. AFRICOM concluded in its latest report that the person killed in the strike was an al-Shabab commander.
 
Four incidents of potential civilian casualties are still under review.  
 
The allegations arose through self-reporting, traditional and social media reporting, non-government organizations, and internal oversight processes, according to the Command.
 
Amnesty International has called AFRICOM’s civilian casualty reports a “welcome glimmer of transparency in more than a decade of deadly military operations.”  
 
Brian Castner, the senior crisis advisor for arms and military operations at Amnesty International, urged AFRICOM on Tuesday to provide reparations for the victims and their families.“While AFRICOM has made tentative progress in acknowledging civilian casualties, they now need to prevent these civilian casualties in the first place,” he said.
 
AFRICOM has said its strikes have killed a total of five civilians in Somalia since April 2018.
 
AFRICOM made its first acknowledgment of civilian casualties from U.S. airstrikes in Somalia last year, when new information revealed that a woman and child were killed, along with four al-Shabab militants, in a U.S. airstrike near the central town of El Burr on April 1, 2018.
 
The second acknowledgment came in April, when AFRICOM said two civilians were “regrettably and unintentionally killed” as a result of a strike on Feb. 23, 2019. The strike also killed two al-Shabab terrorists, who were the intended targets.

There have been clashes between protesters and federal forces in Portland, with the situation there escalating in the days following accusations the federal officers were hauling people away from the demonstration area without probable cause. Federal officials have defended the deployments as necessary to defend federal property, such as the courthouse in the city.Portland Mayor Ted Wheeler shared a letter Monday from a group of U.S. mayors asking Congress to act to restrain the use of federal forces, saying that “the actions taken in recent weeks have no place in this nation.”  “We demand that federal troops be removed from our cities and encourage Congress’ continued vigilance and action to pass legislation in both chambers to end this dangerous overreach,” Wheeler tweeted. “This Administration has shown no hesitation or remorse in playing the most toxic and damaging form of politics with the lives and livelihoods of the American people. We say no more. We say unequivocally Black Lives Matter.”A. Lawmakers could also ask Barr about another instance of clashes between federal officers and protesters that took place June 1 in Lafayette Square, just across from the White House. The officers drove the protesters from the park with smoke bombs and pepper balls, shortly before Trump, accompanied by Barr and others, walked to a nearby church to pose in front of cameras as he held aloft a Bible.That incident is the subject of another hearing Tuesday on Capitol Hill in front of the House Natural Resources Committee.  Adam DeMarco, a major in the District of Columbia National Guard, says in his prepared opening remarks to the committee that what he witnessed at the site was “deeply disturbing” to both himself and fellow National Guard members.  “Having served in a combat zone, and understanding how to assess threat environments, at no time did I feel threatened by the protestors or assess them to be violent,” DeMarco says. “In addition, considering the principles of proportionality of force and the fundamental strategy of graduated responses specific to civil disturbance operations, it was my observation that the use of force against demonstrators in the clearing operation was an unnecessary escalation of the use of force.”DeMarco further says those protesting were fellow Americans peacefully expressing their rights, and that they were subject to “an unprovoked escalation and excessive use of force.”Park police perspective
Acting U.S. Park Police Chief Gregory Monahan is set to give a different perspective of the events, saying in his prepared testimony that during demonstrations at the park from May 29 to June 1, protesters threw “bricks, rocks, caustic liquids, water bottles, lit flares, fireworks” and pieces of wood at law enforcement officers.“The unprecedented and sustained nature of the violence and destruction associated with some of the activities in Lafayette Park and surrounding park areas immediate and adjacent to the White House required de-escalation,” Monahan says. “On the whole, the United States Park Police acted with tremendous restraint in the face of severe violence from a large group of bad actors who caused 50 of my officers to seek medical attention. Our actions as an agency on June 1 centered around public safety and the safety of my officers.”

Former Malaysian Prime Minister Najib Razak said Tuesday he will appeal his conviction of seven criminal charges in connection with the looting of state-owned 1MDB (1Malaysia Development Berhad) investment fund and the 12-year prison sentence imposed on him.   
 
Kuala Lumpur High Court Judge Mohamad Nazlan Mohamad Ghazali ruled the 67-year-old ex-prime minister guilty of abuse of power, breach of trust and money laundering.  Prosecutors accused Najib for illegally receiving nearly $10 million from SRC International, a former unit of 1MDB.   
 
“This is definitely not the end of the world because there is a process of appeal and we hope that we will be successful then,” Razak told reporters.
 
Najib claims he was misled by Malaysian financier Jho Low and other rogue 1MDB officials into believing the money deposited into his personal accounts was donated by the Saudi royal family.   
 
Najib faces as many as 42 charges involved with the embezzlement of up to $4.5 billion from 1MDB, which he created in 2009 to spur Malaysia’s economic development.  U.S. investigators say the missing money was used to buy hotels, luxury items such as a yacht, jewelry and classic artwork, and to finance the 2013 Hollywood feature film The Wolf of Wall Street.  Investigators say as much as $1 billion ended up in Najib’s personal accounts.   
 
Najib’s wife, Rosmah Mansour, is also facing several corruption charges after a raid on the couple’s properties found over $270 million in cash, jewelry, luxury handbags and other valuables.
 
The 1MDB scandal angered Malaysians, who ousted Najib’s ruling United Malays National Organization party in the 2018 parliamentary elections.  UNMO was the biggest party in a coalition that had ruled Malaysia since gaining independence in 1957.   
 
The charges against Najib were filed by the government led by his successor, Mahathir Mohamad, who led the coalition that defeated Najib’s ruling UNMO coalition.  Mahathir ruled Malaysia with an iron fist from 1981 to 2003 as UNMO’s leader.   
 
But Mahathir’s coalition collapsed in February due to internal divisions, allowing UNMO to return to power by joining a coalition with a party led by Prime Minister Muhyiddin Yassin.  Observers have speculated this may lead the government to drop all cases against Najib, the son and nephew of two former Malaysian prime ministers.

На українському міжбанківському валютному ринку посилення гривні призупинилося – станом на 16:10, за даними Finance.ua, котирування становили 27 гривень 71,5–73,5 копійки за долар, хоча торги відкрилися на рівні 27 гривень 66–68 копійок за долар.

«Торги по долару після обіду почали поступово знижувати оберти, але певний тиск на гривню зберігається», – відзначають експерти сайту «Мінфін», які відстежують перебіг торгів.

У широкому коридорі 26,5–27 гривень за долар національна валюта перебувала понад два місяці – від кінця квітня до початку липня. Зроблена 1 липня заява ексголови НБУ Якова Смолія про відставку через політичний тиск на нього спричинила зростання котирувань до 27 гривень 20 копійок за долар і навіть вище.

Після призначення головою НБУ Кирила Шевченка девальвація національної валюти прискорилася. Впродовж кількох останніх сесій регулятор показав учасникам ринку нові орієнтири – НБУ продав минулого тижня понад 300 мільйонів доларів за курсом дещо нижче від 28 гривень за долар. Нижній параметр нового коридору міжбанківський ринок нині знаходить без активної участі Нацбанку.

Прем’єр-міністр України Денис Шмигаль заявляє, що не обговорює з керівництвом Національного банку України курс 30 гривень за долар і стимулювання інфляції. 

«Такі питання з центробанком не обговорюються. Національний банк веде власну монетарну політику. Нас цікавить розвиток промисловості, нас цікавлять інвестиції, але це не предмет дискусій про особливу емісію коштів, і не предмет того, що курс має бути штучно занижено або завищено. Курс регулюється ринком», – сказав Шмигаль під час робочої поїздки до Полтавської області, відповідаючи на запитання агентства «Інтерфакс-Україна», чи обговорюється з керівництвом центробанку необхідність курсу 30 гривень за долар.

Президент України Володимир Зеленський вважає, що через завищений, на його думку, курс гривні щодо долара США українські підприємства «недоотримали мільйони і закрилися». «Як ми можемо жити, якщо у нас навіть бюджет порахований за курсом 30, а гривня, ви бачите, яка у нас», – сказав глава держави на зустрічі з представниками бізнесу Чернівецької області 8 липня.
