Britain announced Wednesday that it was extending residency rights to up to 3 million Hong Kongers eligible for the British National Overseas passport, stressing that it would uphold its historic duty to a former British colony after Beijing imposed a sweeping new national security law in Hong Kong.
Foreign Secretary Dominic Raab told lawmakers that Britain was changing its immigration rules to allow BNO passport holders a special route to citizenship. Eligible individuals from Hong Kong will have the right to live and work in the U.K. for five years without the current six-month limit. After five years, those who wish to will be allowed to apply for settled status and then again for citizenship 12 months after that.
Britain’s government estimates there are around 2.9 million British National Overseas passport-holders currently in Hong Kong. It says its extended residency rules would apply to them and their immediate dependents.  
No exact date was given for the new rule’s implementation, and Raab said further details will be announced later.  
The announcement came hours after China imposed a sweeping new national security law in Hong Kong that Britain calls a flagrant breach of China’s international obligations and a “clear and serious violation” of the Sino-British Joint Declaration.  
That treaty paved the way for Hong Kong’s handover from British to Chinese rule in 1997, and was supposed to guarantee at least 50 years of Western-style rule of law and civil liberties for Hong Kong under a “One Country, Two Systems” principle until 2047.  
Chinese officials have in the past referred to the document as a “historical document,” a claim that Britain strongly rejects.
“China’s decision to impose national security legislation on Hong Kong is deeply regrettable. Now China have imposed this law we will launch a new immigration route for British Nationals Overseas and their families,” Home Secretary Priti Patel said. “The UK has a historic and moral obligation to British Nationals Overseas in Hong Kong and we will honor our commitment to them.”
Raab said Tuesday that Beijing’s decision to impose the security law on Hong Kong lay in “direct conflict with China’s international obligations.”
He said Wednesday that the trust in China’s ability to live up to its international responsibilities took “a big step backwards.”
“We fought very hard and we negotiated with the Chinese back in the 1980s to have the freedom for peaceful protest and freedom of expression to be respected,” Raab said. “China through this national security legislation is not living up to its promises to the people of Hong Kong. We will live up to our promises to them.”

Кабінет міністрів України на засіданні 1 липня схвалив проєкт трьох угод для залучення фінансової допомоги Європейського союзу, зокрема на підтримку українських підприємців.

За словами прем’єр-міністра України Дениса Шмигаля, схвалені проєкти угод дадуть можливість Україні отримати допомогу на загальну суму 105 мільйонів євро.

«Це додатковий ресурс, що у комплексі з антикризовими заходами дозволить швидше пройти наслідки коронакризи та дати малому та середньому бізнесу розвиватися швидше», – наголосив Шмигаль.

Він повідомив, що йдеться про три угоди. «Перше, це EU4BUSINESS. Реалізація програми дозволить надавати гранти на регіональні проекти з розвитку малого та середнього підприємництва на місцях», – розповів прем’єр, додавши, що  за нею Україна має отримати 20 мільйонів євро.

Друга угода – про технічне співробітництво, за якою може бути спрямовано 60 мільйоні євро на посилення інституційної спроможності для здійснення необхідних реформ у напрямку євроінтеграції. Зокрема, це стосується імплементації положень Угоди про асоціацію та про зону вільної торгівлі між Україною та ЄС.

За третьою програмою, про підтримку розвитку сільського господарства та малих фермерських господарств, Україна має отримати 25 мільйонів євро.

Міністерство фінансів України повідомило, що на придбання товарів і послуг необхідних для запобігання поширенню коронавірусної інфекції витратили 3,25 мільярда гривень.

Так, за даними Держказначейства, 911 мільйон гривень виділили з Держбюджету, 2,34 мільярда – з місцевих бюджетів.

Зазначається, що у червні на протидію коронавірусу витратили 624 мільйона гривень.

Національна атомна енергогенеруюча компанія «Енергоатом», яка об’єднує всі діючі атомні електростанції в Україні, звернулася до господарського суду Києва з позовом. В ньому вона просить визнати недійсним статут підприємства, затверджений наказом Міністерства енергетики в грудні 2019 року і який, за версією держпідприємства, встановлює над ним надмірний контроль. Про це йдеться у позові «Енергоатому» до Міненерго, який є у розпорядженні Радіо Свобода.

Експерти галузі вважають такі дії «безпрецедентними», адже це «це вперше, коли «Енергоатом» оскаржує дії свого акціонера».

Статут «Енергоатому» в чинній редакції передбачає, що тільки за погодженням з Міненерго компанія має право безоплатно передавати належне їй майно іншим юридичним та фізичним особам, складати фінансовий план, затверджувати загальну організаційну структуру підприємства та його підрозділів, чисельність та штатний розпис.

«Чинна редакція статуту містить значну кількість норм, які порушують права та законні інтереси компанії, а також створюють перешкоди та унеможливлюють нормальну й ефективну роботу суб’єкта господарювання – суб’єкта ринку електричної енергії – державного підприємства», – йдеться у позові «Енергоатому».

«Затвердження статуту «НАЕК «Енергоатом» уповноваженим органом можливе лише за умови розгляду і прийняття відповідного рішення правлінням. Однак правління НАЕК «Енергоатом» не приймало такого рішення», – стверджується у документі. 

Крім того, будь-які зміни до статуту «Енергоатому», підкреслюють у держпідприємстві, попередньо повинні узгоджуватися з Європейським банком реконструкції і розвитку (ЄБРР) та Європейським співтовариством з атомної енергії (Євратом).«Однак чинна редакція статуту не була погоджена ЄБРР та Євроатом в установленому порядку і навіть не направлялася», – йдеться у позові.

Т.в.о. міністра енергетики Ольга Буславець у коментарі Радіо Свобода повідомила, що їй відомо про таке звернення «Енергоатому» до суду.

«Надала відповідним службам опрацювати це питання. Це були внесені зміни до статуту «Енергоатому» попереднім керівником міністерства. Тому після надання правової оцінки будуть прийматися відповідні рішення», – заявила Буславець.

Голова профільної громадської організації «Бюро комплексного аналізу та прогнозів» Сергій Дяченко вважає такий крок з боку «Енергоатому» «безпрецедентним».

«На моїй пам’яті це вперше, коли «Енергоатом» оскаржує дії свого акціонера – Міністерства енергетики. Держпідприємства, як і всі інші підприємства, повинні мати право вести самостійну господарську діяльність. Але «Енергоатом» занадто довго був потужним джерелом корупції. Тому додатковий контроль з боку акціонера – Міністерства енергетики – це правильне рішення», – каже він.

Відповідно до інформації Єдиного реєстру судових рішень, підготовче засідання по справі призначено на 22 липня.

Mexican President Andres Manuel Lopez Obrador will travel to Washington next week to meet with U.S. counterpart Donald Trump. Mexican Foreign Minister Marcelo Ebrard announced on Twitter Tuesday that Lopez Obrador will spend two days in Washington beginning July 8. Ebrard said further details about the visit will be released later Wednesday. The visit with President Trump will be the first foreign trip for Lopez Obrador since he first took office in December 2018.  He said earlier this week that his trip to the United States will celebrate the start of the new U.S.-Mexico-Canada Trade Agreement, which goes into effect Wednesday.  But Lopez Obrador has come under intense criticism for his planned visit with Trump,  who is widely disliked for demonizing Mexican immigrants as drug dealers and criminals when he launched his presidential campaign, as well as his vow to make Mexico pay for building a proposed wall at U.S.-Mexican border.

Haiti reopened its two international airports in Port-au-Prince and Cape Haitian, as well as four official border crossings in Anse-a-Pitres, Malpasse, Belladere and Ouanaminthe on Tuesday. President Jovenel Moïse announced the news in a national address.  The airports closed to all nonlocal flights on March 16 to stop the spread of the coronavirus, but exceptions were made for some nonlocal flights, including to fly people who were stuck in Haiti back to their home countries.JetBlue Flies American Citizens, Residents Stuck in Haiti Home Passengers boarding flight to Fort Lauderdale told VOA they are not afraid and look forward to returning to Haiti Safety measures  
 
Officials told VOA that safety measures are in place to limit vehicular traffic in and around the airport, with special attention paid to passenger pick-up and drop-off zones. Agents will limit the number of passengers around airline check-in counters and security check points. Face masks are mandatory.  “Security agents will accompany passengers going through immigration, where we placed signs indicating where they should stand in adherence with social distancing measures,” Joseph Frantz Sedras, director of equipment for Toussaint Louverture International Airport in Port-au-Prince, told VOA Creole.   Protective glass barriers are in place at all agent counters, and procedures are in place to keep passenger lines moving forward.  Sedras told VOA that social distancing will be mandated at every step of the departure and arrival process and that security agents will search passengers and their luggage before they reach the immigration area. In addition, counters and equipment will be disinfected often, he said.    “When the passenger reaches the departure lounge, he/she will be allowed to occupy every other seat in accordance with social distancing guidelines,” Sedras said. “These measures will be mandated throughout the departure lounge.”   Hand sanitizer dispensers have been installed throughout the airport for passenger and employee use.     COVID-19 infections  Haiti currently has 5,933 confirmed cases of COVID-19, according to data published by the published health ministry on June 29. That number is an increase of more 1,000 cases since June 20 when the confirmed infection toll stood at 4,916. Opposition Sen. Jean Renel Senatus told VOA that he, too, understands there are people who need to travel to Haiti to deal with important matters, but he doubts the government’s information about the current COVID-19 situation.  He also expressed concern about the surge in U.S. cases.   “We’ve heard that cases are spiking in Miami. And most of the planes arriving in Haiti are coming from Miami, Florida,” the senator said. Scheduled flights   Eleven flights are scheduled to arrive in Haiti on July 1, according to FlightRadar24, a website that tracks air traffic worldwide in real time. Among those, five flights from U.S. carriers American Airlines, Spirit and JetBlue departing from Miami and Fort Lauderdale, Florida and New York City, are due to arrive between 9 a.m. and 1 p.m. local time.

New Hong Kong security laws came into effect on Wednesday that will punish crimes of secession, subversion, terrorism and collusion with foreign forces with up to life in prison, heralding a more authoritarian era for China’s freest city. Hong Kong authorities threw a security blanket across the city early on Wednesday, the 23rd anniversary of the former British colony’s handover to Chinese rule, only hours after Beijing imposed the new national security laws on the city. Some two dozen Western countries, including Britain and the United States, have urged China to reconsider the security laws, saying Beijing must preserve the right to assembly and free speech in the Asian financial hub. China says the laws targeted at a few “troublemakers’ and accuses Britain and the United States of interfering in internal matters and fomenting unrest in Hong Kong. Following are details of the laws, which took effect at 1500 GMT. * Crimes of secession, subversion, terrorism and collusion with foreign forces punishable by up to life in prison. * The activities of a new national security agency and its personnel in Hong Kong will not be under the jurisdiction of local government. * The central government in Beijing has an overarching responsibility for national security affairs in Hong Kong. * Anyone convicted of violating security legislation will not be allowed to stand in any Hong Kong elections. * Rights and freedoms, including freedom of speech, of the press, of publication, of assembly and demonstration, will be protected in accordance with the law. * Companies or groups that violate national security law will be fined and could have operations suspended. * Damaging certain transportation vehicles and equipment will be considered an act of terrorism. * Authorities can surveil and wire-tap persons suspected of endangering national security. * The law will apply to permanent and non-permanent residents of Hong Kong. * The law says the management of foreign NGOs and news agencies in Hong Kong will be strengthened. * Hong Kong leader will appoint judges for national security cases under law. * Property related to crimes under legislation could be frozen or confiscated. * Mainland authorities will exercise jurisdiction in “complex” cases such as those involving a foreign country, or serious situations that pose a major or imminent threat to national security.

A new study published this week in the Journal of Neuroscience suggests weightlifting affects a person’s brain weeks before there is a noticeable change in muscles. The study, conducted by researchers at New Castle University in northeast Britain, used macaque monkeys, whose brain systems are similar to humans in regard to movement.   The researchers trained the monkeys to pull a weighted handle with one arm by rewarding them with food. Over the course of three months, researchers increased the resistance of a weighted handle week by week. The monkeys completed daily strength training sessions, including 50 weighted pulls (moving the handle at least 4 centimeters). FILE – Russia’s Andrey Demanov competes during the men’s 94kg group A weightlifting event of the London 2012 Olympic Games at The Excel Centre in London on August 4, 2012.The experiment revealed that weightlifting strengthens the nervous system through a motor tract called the reticulospinal tract, and this change occurs weeks before any muscle is added. Newcastle University researcher Isabel Glover, co-author of the study, explained that when people lift weights, they get stronger because the neural input to the muscles increases.  “It’s a few weeks later that the muscles themselves start to get bigger,” Glover said. Professor Stuart Baker, the study’s other co-author, said this change in the nervous system helps weightlifters activate their existing muscles more efficiently. Baker said these neural changes in the brain also have other physiological benefits. “If we understand the neural mechanisms of strength, then we can start to think about how to help individuals suffering from a loss of strength, such as following a stroke,” he said.

Президент України Володимир Зеленський провів перше засідання Національної ради реформ 30 червня. Як повідомляє пресслужба Офісу президента, поміж інших питань рада обговорювала реформування податкової системи.

За повідомленням, на засіданні була представлена попередня версія законопроекту про податок на виведений капітал. Президент прокоментував цей документ, заявивши, що «будь-яку реформу, якщо ви не готові впроваджувати – не треба її чіпати».

«Мені здається, що якщо ми запроваджуємо податок на виведений капітал, то запроваджуйте. Запроваджуйте – і все. Якщо він поліпшує життя людей – треба запроваджувати. Без цих «вправо», «вліво», «трішки», «спробуємо». Мені так здається», – сказав Зеленський.
