The U.S. Supreme Court is set to hear oral arguments Tuesday on appeals of three lower court decisions involving subpoenas of President Donald Trump’s tax and financial records. Trump filed legal challenges to subpoenas issued last year by several House of Representatives committees and a New York district attorney. The subpoenas seek financial information from the accounting firm Mazars as well as Deutsche Bank and Capital One. Trump has sought to keep his personal and corporate financial information private, including breaking with decades of tradition of presidential candidates releasing tax returns. Lower court decisions have so far gone against Trump, but the records have remained private pending the Supreme Court appeal. The records requests focus on two issues. Newman said in writing for the majority. Because of the coronavirus pandemic, the nine Supreme Court justices are hearing the cases by telephone. They are likely to issue their rulings next month.

Jamaica will begin relaxing its COVID-19 restrictions this week with the reopening of churches for a two-week trial period. Prime Minister Andrew Holness announced during a press briefing Monday that beginning May 16 services may resume based on an agreement with the religious community that face masks are worn and social distancing is maintained inside the church. The prime minster also said no more than 10 people can be gathered outside places of worship while each person stays six-feet apart.    The government will also allow community bars to reopen on May 19 while authorities review how the managers are conducting operations. Under the criteria for bars reopening, social and physical distancing must be maintained and a limit of five people, including the bartender, are to be in the bar at any given time.  Prime Minister Holness said it is crucial that Jamaicans do their best to maintain the integrity of the relaxed restrictions to help move the nation’s economy back to its capacity.  Jamaica has confirmed 502 coronavirus cases and nine deaths.

The United States, Britain and Russia are preparing to return their people to work despite the ongoing COVID-19 pandemic. U.S. President Donald Trump said Monday the country is conducting about 300,000 coronavirus tests a day and will soon pass a total of 10 million tests conducted, which he said was more than any other country.   A senior administration official told reporters that a new antigen test, approved by a company called Quidel, will speed up the testing process further because this test looks only for the presence of the viral protein in the nose, unlike the more complicated and time-consuming nucleic acid tests.  “The machines for these tests — there are already 20,000 of them out in the United States because they’re a commonly used platform for things like flu testing and strep throat,” the official said. The administration expects about 9 million new tests to be available every month.Materials for COVD-19 testing from Abbott Laboratories, U.S. Cotton, and Puritan are displayed as President Donald Trump speaks about the coronavirus during a press briefing in the Rose Garden of the White House, May 11, 2020.The White House shifted focus from reopening the country to testing after two West Wing aides tested positive for the coronavirus. He said the doctors will have a final say. Putin said all sectors should return to work starting with construction, agriculture and energy.   Worldwide, many countries have relaxed COVID restrictions with mixed results. New Zealand is set to further ease measures Thursday, after no new cases emerged during the first phase of reopening. Its people are now allowed to go to restaurants, movie theaters and malls. But South Korea, Germany and China have seen a resurgence of cases after easing lockdowns. The World Health Organization is advising nations to ensure that the epidemic is under control before reopening. WHO’s Director-General Tedros Adhanom Ghebreyesus said Monday that countries should also have surveillance systems in place to be able to detect and manage any resurgence of cases and ensure that their health systems can cope with a possible resurgence after reopening.  Worldwide, the number of confirmed coronavirus cases is more than 4.2 million. The global death tally is more than 285,000, according to Johns Hopkins University statistics.

British Prime Minister Boris Johnson sought to assure the public Monday that the government is taking “baby steps” toward leading the country out of the lockdown prompted by the coronavirus pandemic. Johnson answered the public and media questions during a daily briefing after critics called his new approach to COVID-19 vague and potentially dangerous. The United Kingdom has nearly 225,000 confirmed cases and 32,000 deaths, according to Johns Hopkins University data. Three-step roadmapEarlier Monday, Johnson presented his three-step roadmap out of the lockdown to the House of Commons, after unveiling it to the public on Sunday. He said the government is changing the message from “Stay at Home” to “Stay Alert.” According to his plan, people who cannot work from home, such as workers in construction and manufacturing, should be encouraged to go to work. He also announced more freedom for outdoor recreation. Britain’s Prime Minister Boris Johnson speaks during a daily news conference to update on the coronavirus disease (COVID-19) outbreak, at 10 Downing Street in London, Britain, May 11, 2020.The other steps would follow “if and only if” the first phase proves to be successful, the prime minister vowed. Violators could face charges of close to $4,000 to ensure compliance. Johnson said a COVID alert system with danger levels 1 to 5 will be established to help adjust the safety measures as needed. Level 5 in red indicates that health care services are being overwhelmed, while Level 1 in green signals an end to COVID-19 presence in Britain. The country is presently at Level 4, which means the virus transmission is high or rising. The prime minister said every step forward will be conditional on the coronavirus situation and taken with precaution.

Wall Street began the trading week mixed on Monday, but the winning streak for the tech-heavy Nasdaq continued. The Dow Jones Industrial Average was down a fraction, falling 109 points, while S&P 500 was up.  The Nasdaq index traded 1% higher with shares in such major names as Amazon, Microsoft and Apple all on the upswing. This was the sixth straight winning session for the Nasdaq. Analysts say it is a sign of the importance technology plays in daily life when almost everything else has come to standstill. Although economies around the world appear to be slowly returning to normal, experts say U.S. markets will have a tough time making a full recovery if coronavirus testing isn’t improved and no vaccine will be available anytime soon.  European markets were also mixed Monday. London was up a slightly while Frankfurt and Paris were both down about 1%. Most major indexes in Asia gained 1%, but were down slightly in Seoul and Shanghai.

Це зниження нафтовидобутку буде доповненням до обмежень, уже запроваджених за угодою ОПЕК+.

Таким чином, загальне зниження нафтовидобутку Саудівської Аравії в червні складе 4,8 мільйона барелів на добу. Країна видобуватиме 7,5 мільйона барелів нафти на добу.

Представник міністерства енергетики Саудівської Аравії підкреслив, що таким чином королівство сподівається стимулювати інші нафтовидобувні країни виконувати свої зобов’язання за угодою і додатково скоротити видобуток для стабілізації світового ринку.

На тлі новин про додаткове зниження видобутку нафти в Саудівській Аравії, ціна липневого ф’ючерсу нафти марки Brent близько 15:00 за київським часом на біржі ICE в Лондоні зросла на 1,3 долара, до 31,3 долара за барель. Але це зростання виявилося нетривалим – станом на 18:50 котирування є нижчими за 30 доларів за барель.

Світові ціни на нафту падають на тлі рекордного за 25 років зниження попиту. Це зниження пов’язане з поширенням коронавірусу та запроваджені через нього обмеження. У березні падіння цін на нафту посилилося через розрив угоди ОПЕК+.

На початку квітня ОПЕК і кілька країн, що не входять в нього, уклали нову угоду. Згідно з нею, світовий видобуток нафти скоротиться на 9,7 мільйона барелів на добу в травні і червні. Потім обмеження будуть поступово слабшати.

Britain will require anyone entering the country to self-quarantine for two weeks and other European countries are pondering similar measures, but the prospects of prolonged and even new travel restrictions are destroying what hopes the continent’s airlines and tourist industry have been harboring of at least a partial coronavirus rebound.  Airlines are warning that more of them will join Virgin Atlantic in staring bankruptcy in the face. The coronavirus has already claimed Britain’s biggest domestic airline, Flybe, which after being rescued from near collapse in January, finally declared bankruptcy in March as the COVID-19 outbreak started to unfold. The British government confirmed Monday plans to force anyone arriving from overseas at airports or seaports, including returning vacationers and visiting business people, to self-isolate for 14 days. From June, travelers will be asked to provide an address where they are to remain for their self-isolation and they risk fines of up to $1,240 if they break the rules. Police will mount random spot checks, say officials. Travel industry devastatedIn a statement, Airlines UK, the association representing British-registered air carriers, said: “This proposal will effectively kill international travel to and from the UK and cause immeasurable damage to the aviation industry and wider UK economy. Nobody is going to go on holiday if they’re not able to resume normal life for 14 days, and business travel will be severely restricted. The fear is that other European countries may follow suit, creating a patchwork of constantly changing restrictions.   The Spanish government Monday said it wants a joint European response to the air travel crisis. The country’s economy minister, Nadia Calvino, told Bloomberg TV, “We are strongly supporting that there is a European response.” One of her concerns is that individual European Union countries will offer different levels of state aid to their ailing airlines, distorting competition and giving some airlines, which receive more state assistance than others, an edge.  “All these large carriers are not one nationality or another, they are European carriers,” she said. The pandemic has already exposed deep fissures in the EU and several incidences of national governments putting what they see as their own political and commercial interests first. That is already clearly on display with travel.  In a test of the Schengen arrangement of freedom of movement, national governments ignored Brussels at the start of the pandemic to impose their own individual border restrictions, and some Schengen countries are grouping together to plan their own regional approaches about travel restrictions moving forward. The Baltic states have announced they will restore inter-Baltic freedom of movement from 18 May. Austria has discussed opening borders with Germany and the Czech Republic. Brussels frowns on these “uncoordinated” approaches. The EU’s Home Affairs Commissioner Ylva Johansson has urged all member states to start gradually lifting national border controls together, not piecemeal  “We now need to get back to the future, back to normality,” Johansson told EU lawmakers last week. She rejects selective border openings. “Member states cannot open the borders to citizens of one EU country, but not to another,” she added. But national governments say their first duty is to their own countries and they are continuing to explore bilateral or regional openings. Border disputes are not helping the tourism industry and airlines to plan for the near future. Some predict that without massive financial support from governments, many travel firms will go under, adding to joblessness.  In Britain, Karen Dee, chief executive of the Airport Operators Association, said, “If quarantine is a necessary tool for fighting COVID-19, then the Government should act decisively to protect the hundreds of thousands of airport-related and travel-related jobs across the UK.” Europe’s tour operators are already struggling to reimburse customers for canceled vacations, which they are required to do under EU law within 14 days of a holiday being canceled by the organizer. Complaints are growing across Europe from aggrieved consumers that many airlines and operators are dragging their feet with the reimbursements. Some fear the continent’s tourist industry will never be the same thanks to the pandemic and that low-cost airlines, which democratized overseas travel from the 1990s on, will be wiped out. That could have the midterm effect of turning foreign trips and city breaks into the something only the wealthy can afford. “The democratization of travel has been a great achievement. We cannot allow this coronavirus to kill it,” counsels Britain’s Sunday Times newspaper.  The global tourism industry is forecast to lose between 850 million and 1.1 billion tourists this year. More than a hundred million jobs are at risk, say industry analysts.

Afghanistan’s intelligence agency claimed Monday it has captured three senior Islamic State commanders who were directing the terror group’s operations in parts of Asia.The National Directorate of Security (NDS) identified one of the detainees as Afghan national Zia-ul-Haq, also known as Abu Omar Khorasani, saying he was the “Daesh (IS) leader for South and Far East Asia.”The statement used the Arabic acronym for the Middle East-based extremist group. It described the other two detainees as the heads of IS public relations and intelligence operations for South Asia.The Afghan spy agency said information gleaned from recently detained IS operatives prompted Afghan security forces to undertake the counterterrorism raid in different parts of Kabul, capturing the three men. It did not say when the action was conducted.Islamic State calls its regional affiliate IS Khorasan Province (ISKP), which has carried out terrorist attacks in Afghanistan, Pakistan and surrounding countries.NDS forces have carried out frequent raids in recent weeks against suspected IS cells in the Afghan capital. Андрій Мельник наголосив, що «за обсягами і перевезень, і пасажирів, і вантажів німецька і українська залізниці фактично на одному рівні».

«Тобто ці обсяги одного виміру. Вантажопотоки в Україні навіть вищі, ніж в Німеччині. Тому, якщо нам вдасться співпраці, яка була започаткована, надати практичного продовження, то я переконаний, що від такого партнерства Україна лише зможе виграти», ¬– відзначив Мельник.

Меморандум про співпрацю «Укрзалізниці» і Deutsche Bahn був підписаний у Києві в лютому 2020 року. У ньому зазначалося, що йдеться про консультації німецьких фахівців щодо оптимізації операцій і управління. Деталі співпраці на той момент не були відомі, їх регулюватиме угода про стратегічне партнерство, підписання якої раніше анонсували на лютий. Нових дат українська та німецька сторони наразі не оголошували.

Weeks after two of his roommates were diagnosed with COVID-19, Mohamad Arif Hassan says he’s still waiting to be tested for the coronavirus. Quarantined in his room in a sprawling foreign workers’ dormitory that has emerged as Singapore’s biggest viral cluster, Arif says he isn’t too worried because neither he nor his eight other roommates have any symptoms.
Still, the 28-year-old Bangladeshi construction worker couldn’t be blamed if he were more than just a bit concerned.
Infections in Singapore, an affluent Southeast Asian city-state of fewer than 6 million people, have jumped more than a hundredfold in two months — from 226 in mid-March to more than 23,800, the most in Asia after China, India and Pakistan. Only 20 of the infections have resulted in deaths.
About 90% of Singapore’s cases are linked to crowded foreign workers’ dormitories that were a blind spot in the government’s crisis management. Arif’s dorm complex, which has 14,000 beds, accounts for 11% of total infections, with over 2,500 cases.
This massive second wave of infections caught Singapore off guard and exposed the danger of overlooking marginalized groups during a health crisis. Despite warnings from human rights activists as early as February about the dorms’ crowded and often unsanitary living conditions, no action was taken until cases spread rampantly last month.
Singapore’s costly oversight was also an important lesson to other countries in the region with large migrant populations. Neighboring Malaysia recently announced mandatory coronavirus testing for its more than 2 million foreign workers after dozens were diagnosed with COVID—19.
The slip-up highlighted Singapore’s treatment of its large population of low-wage foreign workers, who play an integral part in the economy but live on the fringes in conditions where social distancing is impossible. The misjudgment was also an embarrassment for Prime Minister Lee Hsien Loong’s government ahead of a general election anticipated in the next few months that is expected to be the last for Lee, who has led Singapore since 2004 and is planning to retire soon.
Singapore’s nanny state government, which won global praise for its meticulous contact tracing and testing in the early stages of the crisis, quickly moved to contain the problem by treating the flare-up in the dorms as a separate outbreak from that in the local community, a policy that some say is discriminatory.
The government shut schools and nonessential businesses island-wide on April 7. So-called “safe distancing ambassadors” were recruited to remind people to wear masks and stay at least a meter apart from each other in public places, or face heavy penalties.  
Meanwhile, all construction sites and dorms were locked down and foreign workers largely confined in their rooms. More than 10,000 foreign workers in essential services were moved to safer sites to reduce crowding, and testing was ramped up to include people with no symptoms.
In Arif’s S11 Punggol dorm — advertised as the cheapest in Singapore — police have mounted a 24-hour patrol of the 13 multicolored housing blocks located in the island’s northeast.
Arif, who was sharing a room with 11 other workers, said one of them was moved to an army camp in early April to help ease overcrowding. Shortly afterward, another roommate was hospitalized with a fever, and on April 17 another was isolated with light symptoms, with both testing positive for the coronavirus.  
Arif said he hasn’t been tested yet because thousands of residents of his dorm will probably have to be tested. But he said he was comforted by Singapore’s top-notch medical facilities and its relatively low number of deaths from the virus.
He gets food delivered to his room, free Wi-Fi on his cellphone and, most importantly, he said the government has pledged that the workers’ salaries will be paid.
“I am not worried because the government is taking good care of us like Singaporeans,” said Arif, who has lived in Singapore for seven years. “Right now, we take our temperature twice a day, try to stay a meter apart from each other and constantly use hand sanitizer.”
Once belittled as a tiny red dot on the global map, Singapore has relied on overseas workers to build infrastructure and help power its growth into one of the world’s wealthiest nations.
Some 1.4 million foreign workers live in the city-state, accounting for 38% of its workforce. At least two thirds are low-wage, transient migrants from across Asia performing blue-collar jobs that locals shun, such as construction, shipping and maintenance, as well as working as maids.
Roughly 250,000 of the migrants live in 43 privately run dormitories mostly tucked away in the outskirts far from Singapore’s stunning skyscrapers and luxury malls. Workers sleep in bunk beds in rooms usually packed with 12 people, sometimes up to 20, with a required minimum living space of 4.5 square meters (48 square feet) per person.
 
Another 120,000 migrant laborers live in factory-converted hostels or temporary facilities at work sites, where conditions are sometimes even more dismal.
Most of Singapore’s migrants earn between 500 and 1,000 Singapore dollars ($354-$708) a month.
Since last month, the government’s infection data has separated foreign workers’ cases from those among the general population. Although cases continue to rise among foreign workers, infections have decreased in the local community. The government plans to gradually reopen the economy on Tuesday before island-wide restrictions end June 1, eager to show that it has remedied the situation and that measures have worked.  
“The larger narrative that cannot be missed is the tale of two outbreaks in Singapore,” said Eugene Tan, law professor at Singapore Management University. “The outbreak that Singaporeans should pay attention to is the local community. The other outbreak of foreign workers is getting its due attention from the government, but it should not be one that Singaporeans should be unduly concerned about.”

Comedy star of stage, film and television Jerry Stiller has died at the age of 92.His son, actor Ben Stiller, said he died early Monday of natural causes.Stiller became famous in the 1960s as he teamed with wife Anne Meara in films, stage productions, commercials, and television programs, including the “Ed Sullivan Show.”He found renewed fame in the 1990s playing the cranky, loud Frank Costanza on the TV show “Seinfeld.”  He won his only Emmy award for the role.Stiller’s career also included roles in Broadway shows “The Ritz” and “Hurlyburly,” as well as hit movies “Hairspray” and “Zoolander.”
