As Virus Cases Rise, UAE Adjusts to A New Normal in Pandemic

In a Dubai industrial park, workers weld, drill and build what one entrepreneur sees as key to the near future of this desert city-state amid the coronavirus pandemic: disinfection gates.Husam Zammar’s company builds such gates for government and commercial clients. He believes the new safety measures will find wide acceptance, just as metal detectors did after the 9/11 terror attacks. “If we consider two people, one has a knife and one has coronavirus, the second one is a hundred times dangerous than the first one,” he said.Fear of the virus is palpable in Dubai and elsewhere in the the United Arab Emirates, a federation of seven sheikhdoms where foreigners make up 90% of the population. Yet even as confirmed coronavirus cases spike, the UAE is opening up its cavernous malls and restaurants in a gamble to stimulate its economy while still trying to fight off the pandemic.That’s led to a new normal here of temperature checks, social distancing monitors at supermarkets and marked-off empty seats on the city’s driverless Metro. But crowds already have come to the malls and others are leaving their homes after weeks of a lockdown, eager to party in a city known for its nightlife and increasing the risk of the virus spreading.In lifting more stringent restrictions, the UAE cited the holy Muslim fasting month of Ramadan, which began late last week. Dubai also lifted a weekslong quarantine order on a neighborhood along the Dubai Creek that’s home to many low-wage workers late Sunday, saying it had detected no new coronavirus cases there for two days.But the detection rate for cases continues to spike due to mass testing. Authorities say more than 1 million tests have been administered — a number expected to rise. On Monday, Abu Dhabi’s Department of Economic Development ordered companies outside of free zones to test all their employees.On Tuesday, UAE reported it had seen over 11,300 confirmed cases of the virus with 89 deaths. Recent days have seen numbers rise around 500 daily, in part as the testing reaches the UAE’s population of low-paid laborers, who remain particularly at risk as they can live with up to 10 people in a single room like in other Gulf Arab countries.The UAE isn’t yet like Wuhan, China, from which the first cases of the virus emerged. There, biosecurity checkpoints are everywhere that spray people with disinfectant or have them walk through a box of grey decontaminant gas like an airlock. Similar gates or tunnels have been constructed in Bosnia and Herzegovina, Turkey, Kenya and elsewhere, aimed at killing traces of the virus on people’s clothes or their body.Hoping to fill an anticipated demand in the UAE, Zammar’s firm Guard ME constructs the gates out of metal frames, galvanized steel and temperature-checking equipment from China. Someone trying to enter a business or office with such a gate first must undergo a temperature check, then walk through a fog of disinfectant created ultrasonically.While that won’t detect an asymptomatic carrier of the coronavirus, it still will offer people peace of mind, said Zammar, a Syrian entrepreneur based in Dubai.”In the next two or three months, we will (feel) that if they didn’t check your temperature, there is some problem in this building,” he said.In all of China, each person also has a “health code” that uses geolocation and other mobile phone data to assign an infection risk by color, with red resulting in a 14-day, closely monitored quarantine. In the UAE, such mobile phone apps remain voluntary.However, images from Zammar’s gate or a helmet-based temperature checker now used by Dubai police could be fed into a facial-recognition database. The UAE already has such a database from its national ID card system, which residents use for fast immigration clearance at Dubai International Airport. That fuels worries about privacy and surveillance in the UAE, which has been internationally criticized for targeting journalists and human rights activists  and was linked to a suspected spying app.Still, the country is slowly opening up as people in masks and gloves now go to the mall. Barber shops have also reopened, with scissors and hair clipper attachments individually sterilized and wrapped like surgical tools.What this all means for Dubai’s nightlife and bar scene, a crucial economic driver, remains in question. A famed Irish bar chain in the city-state called McGettigan’s quietly opened its main location in Dubai’s Jumeirah Lakes Towers neighborhood on Friday, but soon saw a line of people queuing up to enter. The bar closed early, before a 10 p.m. nightly curfew.And like other bars in Dubai, it hasn’t been serving alcohol since the 24-hour, police-enforced lockdown lifted. Signs out front tell customers that masks “must be appropriately worn at all times.”The company told The Associated Press in a statement that it’s complying with the guidance from local authorities.”The health and safety of our customers is the priority – from temperature checks to social distancing of tables, sanitization of the venue and all other regulations,” it said.

12th Inmate Dies of COVID-19 at Michigan Prison

COLDWATER, MICHIGAN — A 12th inmate has died from COVID-19 complications at a southern Michigan prison where more than 50% of inmates have tested positive for the coronavirus, the Corrections Department said Monday.Lakeland prison in Branch County has a large share of the department’s older prisoners and is the first to test everyone.The department said 785 of roughly 1,400 prisoners at Lakeland have tested positive. Only a fraction of all prisoners have been tested statewide, but the infection rate was 56%. There have been at least 33 deaths.The deaths include an 86-year-old man, Eugene Shingle, who was scheduled to be released on parole by May 19.Despite the low rate of overall testing, Gov. Gretchen Whitmer described it as “robust.” She said the parole board also is working quickly to get eligible people out of prison.  Among staff, 254 have tested positive for the coronavirus and there have been two deaths, the department said.Separately, the American Civil Liberties Union filed a class-action lawsuit Sunday to try to force the release of immigrants with health problems at the Calhoun County jail. The jail has approximately 130 people who are being detained by Immigration and Customs Enforcement.”Civil immigration detention should not be a death sentence,” ACLU attorney Eunice Cho said.

Зеленський підписав закон про ринок землі

Президент України Володимир Зеленський підписав про ринок землі, який Верховна Рада ухвалила 31 березня 2020 року. Про це повідомляє Офіс президента.

Зеленський назвав підписання документу «історичним моментом для всіх українців» і для нього самого.

Ринок землі має запрацювати 1 липня 2021 року замість 1 жовтня 2020-го.

 

Купувати землю зможуть громадяни України, територіальні громади, держава та юридичні особи, «створені і зареєстровані за законодавством України, учасниками (акціонерами, членами) яких є лише громадяни України та/або держава, та/або територіальні громади». У першій редакції документа юридичним особам достатньо було бути створеними за законодавством України. Крім того, юридичні особи зможуть купувати землю лише з 2024 року.

Іноземці матимуть право купувати землі винятково після рішення референдуму.

Міжнародний кінофестиваль у Карлових Варах цього року не відбудеться

У зв’язку із кризовою ситуацією, яку викликала епідемія COVID-19 у Чехії й світі, 55-ий міжнародний Карло-Варський кінофестиваль цього року не відбудеться. Про це заявив президент кінофестивалю Їржі Бартошка.

«Міжнародний кінофестиваль у Карлових Варах є в нас однією з найбільш значних культурних подій, і як організатори ми врешті дійшли до думки, що пошук альтернативних варіантів ішов би всупереч його головному змісту, а ним є взаємні зустрічі глядачів, творців фільмів, людей з різних галузей життя та їхнє колективне сприйняття творів», – зазначив Їржі Бартошка.

Організатори ухвалили рішення про те, що 55-ий міжнародний кінофестиваль у Карлових Варах відюудеться 2 липня 2021 року.

У Норвегії одного з найбагатших громадян країни затримали за підозрою у вбивстві дружини

У Норвегії вранці 28 квітня затримали одного з найбагатших громадян країни Тома Хаґена за підозрою у вбивстві або співучасті у вбивстві його дружини, яка вважається зниклою з 2018 року. Про це повідомляє Associated Press.

Прокуратура 29 квітня проситиме суд заарештувати Хаґена на чотири тижні у якості запобіжного заходу.

Звинувачення засновнику енергетичної компанії Elkraft висунули за результатами тривалого розслідування зникнення Анне-Елізабет Хаґен, яка раніше вважалося викраденням.

Зазначається, що про зникнення Анне-Елізабет Хаґен поліції повідомили 31 жовтня 2018 року, однак офіційно цю інформацію не оприлюднювали до 9 січня наступного року. У січні 2019 року поліція повідомила, що з ними зв’язався нібито викрадач жінки і вимагав заплатити викуп. Правоохоронці не назвали суму викупу, але місцева преса писала, що йдеться про 9 мільйонів євро у криптовалюті.

У червні 2019 року поліція змінила основну версію «викрадення», оскільки не було ніяких ознак того, що жінка все ще жива, і ймовірні викрадачі перестали виходити на зв’язок. У поліції дійшли висновку, що Анне-Елізабет Хаґен, тіло якої так і не знайшли, була вбита. Правоохоронці не виключають, що саме «викрадення» було спробою приховати вбивство.

Virus-Fueled Recession Interrupts ASEAN Path to Middle-Income Status

Indicators as diverse as movie ticket sales and airport arrivals reinforce the view that a recession is under way in some Southeast Asian economies and imminent in others, due in large part to COVID-19.  All but two of the 10 nations in the region will see negative growth in gross domestic product this year, according to data compiled by Capital Economics, a research company. Vietnam and Myanmar are the exceptions, while Singapore’s GDP already contracted in the first quarter, and Thailand, Malaysia and the Philippines will see the biggest economic losses of 2020. The data mark a sharp change of fortune for the once fast-growing economies, which are key to global supply chains. Overall GDP will decrease about 10% in Southeast Asia this year, compared with the increase of close to 5% last year, Capital Economics forecast.  “COVID-19 has hit us in a very hard way,” Philippine Finance Secretary Carlos Dominguez said earlier this month. He explained the need for the government to provide economic aid to citizens, saying, “So the program is to spend, first, to help the poorest families, and then to help the small and medium enterprises, and then to provide support for the companies that are supported by their banks.” The decrease in travel, exports like component parts, and remittances from the Philippine diaspora is hurting the economy. That makes trade-fueled economic growth a main tool that developing nations in Southeast Asia were using to move up to middle-income status.  Add to that the instability in the oil sector, which saw the price per barrel decrease into negative territory, first because COVID-19 decreased demand for fuel, and then because of the supply war between Saudi Arabia and Russia. The plummeting prices hurt three economies in Southeast Asia: Malaysia, Indonesia, and Brunei, which collect state revenues from oil exports.  “Association of Southeast Asian Nations (ASEAN) economies are better prepared than they were in the Asian Financial Crisis that hit the region more than two decades ago, with larger foreign exchange reserves and overall better macroeconomic positions compared to their situation in the late 1990s,” Amy Searight said in an analysis for the Center for Strategic and International Studies think tank, where she is a senior adviser. “However, the economic shock from COVID-19 may be deeper and longer lasting.” Senior Asia economist Gareth Leather at Capital Economics looked at proxies for economic activity to gauge the impact of the virus. Beyond the traditional data on factory output and currency rates, he examined movie theater ticket sales, for instance. In Indonesia, Malaysia, the Philippines and Thailand, they were valued at more than $20 million in March 2019; last month they dropped off a cliff, approaching zero. For many ASEAN members this year’s gloomy forecast represents the worst economic performance in decades. Most have introduced economic relief packages in response to the virus, including cash aid to families, tax breaks to businesses, and corporate loans. Those come from the government but some in the private sector are making similar moves. In Singapore, Cisco introduced a financing program for customers, which typically go to the company for products such as computer networking equipment. The program allows them to defer payments in many cases until next year.  This is part of the company’s “commitment to playing our role in helping businesses and our partners in Singapore during these tough times,” Andy Lee, managing director at Cisco in Singapore, said.

На українському міжбанківському валютному ринку ситуація залишається стабільною, свідчать дані Finance.ua. Згідно з ними, станом на 10:40 котирування становлять 27 гривень 7–10 копійок за долар.

Це майже не відрізняється як від рівня закриття торгів 27 квітня, так і від офіційного курсу на 28 квітня, який встановив НБУ, – 27 гривень 10 копійок за долар.

 

Міністр фінансів України Сергій Марченко минулого тижня назвав доцільною «поступову девальвацію гривні». «Однак політика курсоутворення – це компетенція виключно НБУ», – сказав Марченко.

Burundi Moves Ahead with May Election Amid Coronavirus Outbreak

The race to become Burundi’s next president is officially underway as authorities proclaim God will protect citizens from the novel coronavirus, which has already infected 15 people in the central African nation and caused the death of one other.  Seven candidates launched campaigns Monday, with large rallies that are off limits in other parts of Africa, where governments are mandating that people practice social distancing to curtail the spread of the virus. Burundi’s presidential, legislative and municipal elections are scheduled for May 20.  Opposition groups accused President Pierre Nkurunziza’s administration of being irresponsible for not delaying the election. Nkurunziza, who is stepping down from power and is apparently shunning measures to slow the spread of the virus, told supporters at a large rally Monday that he is backing General Evariste Ndayishimiye, the CNDD-FDD’s presidential candidate. Nkurunziza’s 15-year tenure has been marred by controversy, including his  2015 decision to seek a third term, which resulted in a deadly civil uprising.

Енергетичний гігант ВР повідомив про мільярди доларів збитків через вплив COVID-19

Британський енергетичний гігант ВР повідомив 28 квітня, що в першому кварталі 2020 року збитки компанії склали 4,4 мільярда доларів.

«Економічний вплив пандемії COVID-19 у поєднанні з чинниками попиту та пропозиції призвів до надзвичайно складних умов на товарних ринках», – ідеться в коментарі компанії, який рік тому, за підсумками першого кварталу 2019 року, повідомляла про прибуток у сумі 2,9 мільярда доларів.

Кількість зареєстрованих захворілих на COVID-19 увечері 27 квітня перейшла позначку в три мільйони, повідомив Центр системних досліджень при Університеті Джонса Гопкінса. Про перші два мільйони хворих стало відомо 15 квітня. Хвороба забрала життя 208 131 людини. 878 813 пацієнти одужали.

Найбільше хворих виявили в Сполучених Штатах (майже 973 тисячі), Іспанії (близько 230 тисяч) та Італії (близько 200 тисяч).

Конфлікти і стихійні лиха спричинили рекордну кількість внутрішньо переміщених осіб у світі – оглядачі

Близько 201,4 мільйона людей були змушені покинути свої домівки в результаті конфліктів і стихійних лих у своїх країнах в 2019 році. Як йдеться у звітах моніторингових організацій 28 квітня, ситуацію загострює також пандемія коронавірусу.

У Міжнародному центрі моніторингу внутрішнього переміщення (IDMC) і Норвезькій раді у справах біженців повідомили, що нові переміщення за минулий рік показали рекордний показник – 50,8 мільйона людей в десятках країн, що вимушено покинули свої помешкання.

Число внутрішньо переміщених осіб стало вищим за близько 26 мільйонів осіб, які перетинали кордони як біженці.

«Внутрішньо переміщені особи часто є дуже вразливими людьми, що живуть в переповнених таборах, аварійних притулках і неформальних поселеннях, практично не мають доступу до об’єктів охорони здоров’я», – сказала директор Центру моніторингу внутрішнього переміщення Білак.

За її словами, надалі глобальна пандемія коронавірусу зробить цю категорію ще більш уразливими.

«Це поставить під загрозу їхні і без того небезпечні умови життя, ще більше обмеживши доступ до основних послуг і гуманітарної допомоги», – сказала вона.

Торік близько 24,9 мільйона людей у світі стали вимушеними переселенцями в результаті стихійних лих, зокрема через циклони в Індії, Бангладеш та Мозамбіку, і ураган «Доріан» на Багамах. В Африці повені призвели до переміщення 2 мільйонів людей.

У результаті конфліктів і насильства в таких країнах, як Афганістан, Сирія, Демократична Республіка Конго, Ефіопія, Південний Судан і Буркіна-Фасо, близько 8,5 мільйона людей стали вимушеними переселенцями.

За даними Мінсоцполітики, станом на початок поточного року в Україні зареєстровано 1 433 545 внутрішньо переміщених осіб.

Трамп висловився про стан здоров’я лідера Північної Кореї

Президент США Дональд Трамп 27 квітня заявив, що йому відомо про стан здоров’я 36-річного лідера Північної Кореї Кім Чен Ина і він сподівається, що з ним все в порядку.

«Я не можу вам точно сказати, – сказав Трамп, коли його запитали про стан Кім Чен Ина на пресконференції. – Так, у мене є дуже хороша ідея, але я не можу зараз про це говорити. Я просто бажаю йому всього доброго».

Трамп додав: «Сподіваюся, що він в порядку».

Чутки про погіршення здоров’я Кім Чен Ина і навіть повідомлення про його смерть почали ширитись після того, як лідера КНДР не було на святкуванні 15 квітня дня народження його діда Кім Ір Сена, засновника Північної Кореї. Цей день відзначають як одне з головних державних свят.

Востаннє північнокорейські ЗМІ повідомляли про місце перебування глави КНДР 11 квітня.

Влада сусідньої Південної Кореї заявила, що, за її даними, Кім Чен Ин «живий і здоровий».

COVID Link Suspected in Children’s Inflammatory Disease

Doctors in Britain, Italy, Portugal and Spain are exploring a possible link between a severe inflammatory disease in children and the coronavirus. A growing number of children of various ages in several European countries have been admitted to hospitals with high fever and heart issues. Some also have suffered from gastrointestinal problems, such as vomiting and diarrhea. The children appear to be suffering from Kawasaki disease, which is more common in parts of Asia where it afflicts children younger than 5. Symptoms include skin rashes, gland swelling and in severe cases inflammation of the heart and blood vessels. The cause of the illness is not clear. COVID-19, a disease caused by a new strain of coronavirus, is rare in children. But an unusual spike in the number of children suffering from Kawasaki-type symptoms at the time of the coronavirus pandemic has put health authorities in Europe on alert. After hearing from pediatricians, British National Health System issued a warning saying: “Over the last three weeks there has been an apparent rise in the number of children of all ages presenting with a multisystem inflammatory state requiring intensive care across London and also in other regions of the U.K.” Some of the children have tested positive for coronavirus, but not all, suggesting that another pathogen could be responsible. Their blood tests revealed severe inflammation, similar to the blood tests in adults with severe COVID-19 infections.   Britain’s national medical director for England, Stephen Powis, said it was “too early to say” whether the Kawasaki-like disease and coronavirus could be linked. But at a briefing Monday he said, “I’ve asked the national clinical director for children and young people to look into this as a matter of urgency.” A press coronavirus briefing at Downing Street with Business Secretary Alok Sharma, right, and Medical Director Professor Stephen Powis, during a Digital Press Conference in London, Saturday March 28, 2020.British Health Secretary Matt Hancock said he was “very worried” by the reports. Doctors treating the sick children say the symptoms indicate that their bodies could be suffering from some form of a toxic shock. Many had to be treated in intensive care. British health authorities emphasized that children are unlikely to become seriously ill with COVID-19, but parents should seek help from a health professional if their child gets seriously ill. They also asked physicians examining children with fever and abdominal pain to include blood tests for any signs of inflammatory issues. Italian heart specialist Matteo Ciuffreda told Reuters that doctors in the northern city of Bergamo have seen at least 20 children younger than 9 with severe vascular inflammation since the end of March, six times more than they would expect to see in a year. He said children’s cardiologists in Madrid and Lisbon had told him they had seen similar cases. But he said only a few of the children tested positive for coronavirus. Ciuffreda said more study is needed to determine what causes the spike in Kawasaki-like symptoms in children in Europe.   American pediatricians have not reported similar cases in the United States.

Asian Celebs Work to Combat Racist Attacks Amid Pandemic

Actress Olivia Cheng was recently volunteering in Vancouver when she says she witnessed a man drive up to an elderly Chinese woman, roll down his window and yell, “This is your fault!” before throwing trash at her.The incident enraged Cheng, and also served as another reason why she feels it’s so important for celebrities of Asian descent to use their voices and speak up against anti-Asian attacks, which authorities say are increasing during the coronavirus pandemic.”I don’t think we can pretend that this isn’t happening,” Cheng, who stars in “The Stand” on CBS All Access, said in a recent interview with The Associated Press. “For now, it would not be unwise to be a little more careful, to maybe have buddy systems when possible to go get your groceries if you’re not feeling safe.” The FBI reports there has been an uptick in hate crimes and harassment against Asian Americans since the outbreak of COVID-19, which first appeared in Wuhan, China, late last year.Some people have blamed China and Asians in general for the spread of coronavirus; President Donald Trump at times has called it the “Chinese virus.”In New York, state Attorney General Letitia James has set up a hotline to report harassment or other targeted crime. The PSA features Ma, Au and others washing their hands and reminding people that hygiene, not xenophobia, is the way to help combat the virus. “If I can start the conversation, why not?’ said Au, who was also born in Hong Kong. “If we don’t talk about it, then it’s not going to be talked about at all.”For Cheng, the recent wave of anti-Asian sentiment brought back painful memories of her childhood growing up in Edmonton, Canada, where she was the victim of a bias attack as a teen.She went down an internet rabbit hole of attacks posted online. “I had to stop watching,” she said. “It brought up all those feelings again from being a kid and not being able to do anything.”Mai says that it’s not only important for Asian stars to speak out against these attacks, but people of other races as well. “These are the conversations you need to be having with your kids in your house. You need to, even if you’re not Chinese. You should be explaining that this is terrible, that racism is coming out of this pandemic,” she said. “So, have that talk with your kid. Have that talk with your friends. If one of your friends says, ‘Yo, this ‘Chinese Virus’ is crazy.’ Say, ‘No. Actually, man it’s called COVID-19. Census Says Restart to Field Operations Will Be in Phases

The U.S. Census Bureau’s return to field operations for the 2020 national head count will take place in phases based on a region’s lockdown orders and the availability of protective gear against the new coronavirus, bureau officials told lawmakers late last week. Census Bureau officials told members of the House Committee on Oversight and Reform last Friday that there would be a phased start to the resumption of field operations on June 1. Census Bureau director Steven Dillingham had been scheduled to update lawmakers a week ago but canceled at the last minute, according to lawmakers, upsetting some Democrats on the committee who wanted further details about the request. The 2020 count will be used to determine how many congressional seats each state gets and the distribution of $1 billion in federal funding. On Monday, during a conference call to motivate New Yorkers to participate in the 2020 census, U.S. Rep. Carolyn Maloney, the chair of the oversight committee, said she was on board with the request but wanted a written plan from the bureau before moving ahead. The needed legislation authorizing the deadline changes will either be a stand-alone bill or a part of another round of coronavirus relief, she said. “It’s necessary, given what we are confronted with,” said Maloney, a Democrat from New York.  Because the coronavirus has caused the cancellation of in-person outreach efforts, the Census Bureau is increasing the paid media budget from $240 million to $320 million, expanding the number of languages in paid media from 14 to 40 languages, and launching “hyper local” media outreach, Ali Ahmad, associate director for communications, told lawmakers. The bureau also pushed back the deadline for finishing the once-a-decade head count from the end of July to the end of October. But further delays in field operations haven’t been ruled out, bureau officials told lawmakers.  Bureau officials also told lawmakers that fewer people than expected are answering the census questionnaire by telephone — just 0.6% compared to the expected 6.8%. The bureau has acknowledged increased call wait times because of the need to socially distance at call centers set up to help people fill out the form.  As of Sunday, 53% of households had responded to the 2020 census, mostly via the internet. Earlier this month, those who haven’t yet responded were mailed paper questionnaires.

Argentina Imposes Toughest Travel Ban in Americas, Sparking Outcry

Argentina on Monday banned all commercial flight ticket sales until September, one of the toughest coronavirus travel bans in the world, prompting an industry outcry that the new measure will put too much strain on airlines and airports.While the country’s borders have been closed since March, the new decree goes further by banning until Sept. 1 the sale and purchase of commercial flights to, from or within Argentina. The decree, signed by the National Civil Aviation Administration, said it was “understood to be reasonable” to implement the restrictions, without elaborating.Many countries in South America, including Ecuador, Peru and Colombia, have banned all commercial flights for the time being, but none have extended their timeline as far out as Argentina. У Туркменистані чиновницям заборонили фарбувати волосся, нарощувати вії і робити манікюр

Для чиновниць і співробітниць бюджетних установ Ашгабату запровадили обмеження на зовнішній вигляд, повідомляє туркменська служба Радіо Свобода – Радіо Азатлик.

Співробітницям бюджетної сфери, в тому числі викладачкам шкіл і вишів, заборонили знебарвлювати волосся, носити накладні вії, робити татуаж брів, манікюр і педикюр.

Також жінкам заборонили носити на роботу «широкі коміри, пишні національні візерунки». На думку влади, їм краще носити «вузькі, прості і скромні» коміри.

Як повідомляють ЗМІ, спочатку заборона торкнулася лише держустанов Геоктепинського етрапу (району), але незабаром такі вимоги почали висувати і в інших регіонах країни, в тому числі в школах Ашгабату.

«На зборах [у школах] не дають виразних пояснень причин нових заборон. Але громадяни, обговорюючи це між собою, говорять про чергову спробу влади одягнути жінок однаково, пояснюючи це національними традиціями. З іншого боку, на думку жінок, влада таким чином хоче чинити тиск на сферу косметичних послуг, ціни на які останнім часом дуже зросли», – розповіло джерело Радіо Азатлик.

 

Влада Туркменистану не вперше намагається вплинути на зовнішній вигляд жінок країни. У 2018 року журналісти повідомляли про штрафи через порушення заборони на фарбоване волосся, яскравий макіяж і манікюр. Тоді ж жінок зобов’язали носити довгі, до підлоги, сукні, що не облягають тіло.

Влітку 2019 року стало відомо про обмеження роботи салонів краси, перукарень і масажних салонів в Ашгабаті. Багато закладів закрилися, а майстри перейшли на «домашній» режим роботи.

Чоловіків також торкнулися вимоги влади до зовнішнього вигляду. У лютому 2020 року в Лебапському регіоні Туркменистану всім бюджетникам заборонили фарбувати сиве волосся. Це пояснювалося тим, що президент країни Гурбангули Бердимухамедов теж перестав це робити і вже два роки з’являється на публіці з природною, незафарбованою сивиною.

Three Beijing-based internet activists have disappeared and are believed to be detained by police for archiving censored coronavirus news stories online, according to a relative.China has faced criticism over its handling of the outbreak, including punishing whistleblowers who tried to warn about the new virus.Chen Mei, Cai Wei and his girlfriend surnamed Tang — who contributed to the crowd-sourced project on the software development platform GitHub — went missing on April 19, according to Chen’s brother Chen Kun.The volunteer-driven project, named Terminus2049, preserved articles that were blocked or removed from mainland news outlets and social media by China’s aggressive online censorship.Two of the volunteers, Cai and Tang, were charged with “picking quarrels and provoking trouble” and are currently under “residential surveillance at a designated location,” according to a notice from Beijing’s Chaoyang District police received by their families, and seen by AFP. Chen Kun said that he is still waiting on official confirmation from Chaoyang police that his younger brother, aged 26, has been detained.”I understand that Cai and Tang disappeared around the same time as Chen Mei,” Chen told AFP.”Given that both Chen and Cai were contributors to the Terminus2049 project, we suspect their disappearance was related and relevant to the project.”The online project included many sensitive coronavirus stories published in recent months, such as personal narratives by Wuhan citizens and an infamous interview with Wuhan Central Hospital doctor Ai Fen, one of the earliest virus whistleblowers.The article, published by “People” magazine in March, was widely circulated by Chinese netizens in a number of languages and formats—including Morse code—to evade censorship after it was abruptly pulled from the internet.As China tries to control the domestic narrative surrounding the chaotic initial months of the outbreak, similar crowd-sourced initiatives have flourished on GitHub, which is used by an increasing number of tech-savvy Chinese as a last frontier against ever-tightening internet censorship.Owned by Microsoft, the U.S.-based website remains accessible in China although the Terminus2049 page is blocked.News of the Terminus2049 trio’s disappearance made a stir online in Chinese activist circles.”What quarrels were they picking, and what troubles were they provoking? У Саудівській Аравії скасували смертну кару за злочини, скоєні неповнолітніми. Це рішення ухвалили після скасування минулого тижня покарання батогами. 

Такі зміни пов’язують із прагненням влади послабити міжнародну критику Ер-Ріяда за порушення прав людини.

Про скасування смертної кари для тих, хто був звинувачений у злочинах, скоєних у віці до 18 років, оголосив голова державної комісії з прав людини Аввад Алаввад, зачитавши королівський указ.

 

Згідно з волею короля, відтепер, замість страти, засуджені будуть відбувати покарання у в’язниці для неповнолітніх, а терміни їх утримання за ґратами не перевищуватимуть десяти років.

Оприлюднений декрет, як очікується, врятує життя щонайменше шести молодих шиїтів, які досі очікували в ув’язненні виконання смертного вироку. Вони були звинувачені в участі в антиурядових демонстраціях під час «Арабської весни». Кожен із шістьох був тоді неповнолітнім.

Минулого року експерти ООН з прав людини виступили із закликом до Саудівської Аравії скасувати вже заплановану страту шістьох засуджених.

Нідерланди відзначають найтихіший День короля в історії

У Нідерландах скасовано загальнонаціональне святкування Дня короля – державного свята на честь Дня народження чинного монарха Віллема Александра. 27 квітня йому виповнилося 53 роки. Цьогоріч сім’я короля привітала його у режимі відеоконференції, а сам він звернувся до нації з офіційним посланням, – повідомляє видання AD.nl, яке опублікувало відео святкування.

Рівно о 16-ій годині за місцевим часом нідерландцям запропонували підняти національний тост за здоров’я короля на балконах або подвір’ях власних приватних будинків. В офіційному Instagram опубліковано нові портрети королівської родини Нідерландів – короля Віллема Александра, королеви Максими, спадкоємиці престолу Катаріни-Амалії та двох її сестер, принцес Алексії та Аріани.

У минулі роки День короля, що відзначається щороку 27 квітня, приваблював мільйони туристів з усього світу. Міста прикрашають оранжевими прапорами, кульками і стрічками. Концерти, видовищні шоу, квітковий парад, катання на човнах по каналах та інші активності тривають до ранку. Традиційно цього дня кожен на знак пошани одягає річ чи аксесуар оранжевого кольору – геральдичного кольору Дому Оранських, до якого належить королівська родина Нідерландів.

На такий крок монарша родина й уряд країни пішли через обмеження, запроваджені у зв’язку з пандемією коронавірусу. До 1 червня 2020 року, за розпорядженням прем’єр-міністра Нідерландів Марка Рютте, в цій країні заборонені всі масові заходи. Втім, ймовірно, заборону продовжать, оскільки скасовано низку музичних фестивалів, що проходять влітку, а також королівський парад кораблів, який мав пройти з 16 по 22 серпня.

Уряд дозволить працювати «деяким продовольчим ринкам». Це сталося після протестів підприємців

Уряд України має намір 29 квітня розглянути питання про відновлення роботи деяких продовольчих ринків, повідомив прем’єр-міністр Денис Шмигаль під час онлайн-наради з президентом України Володимиром Зеленським щодо питань боротьби з COVID-19.

За словами Шмигаля, це стало можливим завдяки тому, що Міністерство охорони здоров’я України та Міністерство розвитку економіки, торгівлі та сільського господарства України розробили чіткі критерії роботи та алгоритм контролю.

«Йдеться про відкриття 281 продовольчого ринку по всій території України, які зможуть функціонувати в режимі не гірше, ніж супермаркети. Тобто з дотриманням жорстких санітарних норм, порушення яких будуть суворо каратися, аж до закриття роботи ринків на певний період», – повідомив Денис Шмигаль.

Минулого тижня в кількох українських містах відбулися протести підприємців, які вимагали реалізації свого конституційного права на працю. Зокрема, Радіо Свобода пповідомляло про такі акції в Одесі та Запоріжжі. У Запоріжжі на ініціаторку протесту Лідію Кривенко співробітники поліції склали адміністративний протокол, який вона має намір оскаржити.
