Міністерство фінансів України 2 червня на суму 2 мільярди 946 мільйонів гривень розмістило номіновані в національній валюті облігації внутрішньої державної позики (ОВДП) зі строком погашення 3, 6, 9 місяців та 1 рік. Попит на ці папери був удвічі вищим, ніж обсяг задоволених заявок, ідеться в документах міністерства.

У Мінфіні повідомили також про зниження відсоткових ставок за всіма запропонованими до розміщення ОВДП.

Результати аукціону 2 червня набагато успішніші за результати такого ж розміщення минулого тижня – тоді вдалося залучити лише близько 1 мільярда гривень.

A New Hampshire man has been accused of authoring a social media post that encouraged people to riot and tip police cars, police said Tuesday.  Police in Manchester said they were made aware of the Facebook post on May 30 inviting people to protest racism and police brutality. It referenced “tipping police cars,” “graffiti,” and asking people to “take examples from riots in other cities.” The post has since been removed.  Police were able to determine the post had originated from a home in Ashland, New Hampshire, and arrested Daniel Zeron, 19. He was held on preventative detention and pleaded not guilty at his arraignment Tuesday. His trial is scheduled for July 6.  Americans have been gathering to protest police brutality against black Americans following the killing of George Floyd, who was handcuffed and on the ground pleading for air as a white police officer pressed a knee on his neck for several minutes. Some demonstrations have turned violent, with people breaking into and stealing from businesses, smashing car windows and setting fires. The New Hampshire Association of Chiefs of Police called Floyd’s death while in the custody of Minneapolis police officers “unconscionable, deeply disturbing and both morally and professionally offensive.”

Though Black Out Tuesday was originally organized by the music community, the social media world also went dark in support of the Black Lives Matter movement, joining voices around the world outraged by the killings of black people in the U.S.
Instagram and Twitter accounts, from top record label to everyday people, were full of black squares posted in response to the deaths of George Floyd, Ahmaud Arbery and Breonna Taylor.
Most of the captions were blank, though some posted #TheShowMustBePaused, black heart emojis or encouraged people to vote Tuesday since seven states and the District of Columbia are hosting the largest slate of primary elections in almost three months.
Rihanna, Alicia Keys, Radiohead, Coldplay, Kelly Rowland, Beastie Boys and were among the celebrities to join Black Out Tuesday on social media.
“I won’t be posting on social media and I ask you all to do the same,” Britney Spears tweeted. “We should use the time away from our devices to focus on what we can do to make the world a better place …. for ALL of us !!!!!”
Spotify blacked out the artwork for several of its popular playlists, including RapCaviar and Today’s Top Hits, simply writing “Black lives matter.” as its description. The streaming service also put its Black Lives Matter playlist on its front page, featuring songs like James Brown’s “Say It Loud — I’m Black and I’m Proud,” N.W.A.’s “(Expletive) the Police,” Sam Cooke’s “A Change Is Gonna Come” and Childish Gambino’s “This Is America.”
The opening pages of Apple Music and iTunes focused on supporting Black Lives Matter, and SiriusXM said it will be silencing its music channels for three minutes at 3 p.m. EDT in tribute to “all of the countless victims of racism.”
The company said it “will continue to amplify Black voices by being a space where Black artists showcase their music and talents, and by carrying the message that racism will not be tolerated.”
Some on social media questioned if posting black squares would divert attention away from posts about the Black Lives Matter movement.
“this is the 4th completely different flyer i’ve seen for it,” Grammy-nominated singer Kehlani tweeted about Black Out Tuesday. “”this is the only one without the saying go completely silent for a day in solidarity. the messages are mixed across the board and i really hope it doesn’t have a negative effect.”
When musician Dillon Francis posted that the hashtag for Black Lives Matter was blank on Instagram because users were posting black squares, rapper Lil Nas X responded with: “this is not helping us. bro who the (expletive) thought of this?? ppl need to see what’s going on.”
Several music releases and events were postponed as a result of Black Out Tuesday. Interscope Geffen A&M Records said it would not release music this week and pushed back releases from MGK, 6lack, Jessie Ware, Smokepurp and others. Chloe x Halle said its sophomore album will come out June 12 instead of Friday, while the group Glass Animals postponed the Tuesday release of its new single “Heat Waves.” Instead of being released Wednesday, singer Ashnikko will drop her song “Cry” and its video on June 17.
A benefit for the Apollo Theater will take place Thursday instead of Tuesday, and South by Southwest postponed an event planned with Rachael Ray.
“At SXSW we stand with the black community and will continue to amplify the voices and ideas that will lead us to a more equitable society,” the company said.

The base of a Confederate monument in Alabama is all that remains Tuesday morning in Birmingham’s Linn Park. Live video recorded overnight shows crews worked into the early morning hours dismantling the top portion of the obelisk in pieces. It comes about a day after protesters tried to remove the monument themselves during a protest over police brutality, including the death of George Floyd. The stone pieces were hauled off on a flatbed truck. It’s unclear where they were taken. Syria’s stock market on Tuesday suspended trading for the largest cellular company in the country, owned by a cousin of the president and one of Syria’s richest businessmen.  The decision by the Syrian Commission of Financial Markets and Securities marked another development in a deepening financial dispute within the Assad family, which has ruled Syria for five decades. The company, Syriatel, is one of the country’s largest employers, with thousands of staff and 11 million subscribers.The commission said its measure aims to protect shareholders and that the suspension would last until further notice. It did not elaborate.The businessman, Rami Makhlouf, a maternal cousin of President Bashar al-Assad, said in an online posting after the decision late on Monday that the situation was a “farce.” He said that over the past 10 years, 70% of the company’s profits were spent on charity.  “No one will be able to prevent this money from reaching” those in need, he vowed.Last month, a Syrian court imposed a travel ban on Makhlouf until a dispute over outstanding financial dues is settled. The ban was one in a recent quick succession of government measures against Makhlouf, including confiscating his assets and those of his wife and children, and warning that more financial claims would be made against the man once believed to be at the heart of the economy of Syria.  Makhlouf’s latest posting is in line with what has been an unusually widely publicized family rift. He has defiantly challenged the financial claims made against him, saying they are unjust and called for Assad to be an arbiter.  Assad has made no public statements about the affair — the most visible split in the tight-knit family since Assad succeeded his father in 2000.A telecommunications regulatory body had said Makhlouf owes the government some $180 million in outstanding operational fees. Makhlouf challenged the claims that Syriatel owed the state any money in statements and videos posted online.Syria, already under Western sanctions, is entering a new phase of economic hardship, its currency in a down spiral that sent prices of basic commodities soaring. Economic activity is also being hurt by restrictions imposed to combat the coronavirus, following austerity measures taken during the war that has displaced nearly half the population.

New Zealand leaders could decide as early as next week to lift restrictions on social distancing and group gatherings due to the country’s success in halting the spread of the coronavirus. “Our strategy of go hard, go early has paid off,” Prime Minister Jacinda Ardern said Tuesday. The country instituted strict lockdown measures for more than six weeks and now has reported 11 consecutive days with no new confirmed cases. Cabinet members will decide Monday whether to move into the next phase of the government’s slow easing of restrictions under which the country’s borders would still remain closed. “We will be one of the first countries in the world to return to this level of normality so quickly,” Ardern said. In France, Tuesday brought a step toward normalcy with restaurants, bars and cafes in Paris allowed to open to customers with outdoor seating.People sit on a terrace in Paris, Tuesday, June 2, 2020. Parisians who have been cooped up for months with take-out food and coffee will be able to savor their steaks tartare in the fresh air and cobbled streets of the City of Light once more.As many countries plan when to allow international tourists again, the U.N.’s International Civil Aviation Organization is recommending a series of precautions for air travel. The ICAO says travelers should have their temperatures checked when they arrive at the airport, should carry minimal luggage and be required to wear face masks on board planes and in terminals where social distancing is not possible. The recommendations also include airlines providing flight attendants with protective equipment such as medical masks, gloves and visors. In Nicaragua, where the government has not instituted the type of lockdown orders seen in many parts of the world, a group of more than 30 medical associations issued an open letter calling for three or four weeks of quarantine to help stop the spread of the coronavirus. The groups said Nicaragua is in a phase of accelerated expansion and community transmission, and that if authorities continue to deny the situation then the loss of life will get worse. The World Health Organization said Monday that Central and South America “have very much become the intense zones of transmission” for the coronavirus at this time. “I don’t believe that we have reached the peak in that transmission, and at this point, I cannot predict when we will,” said Mike Ryan, executive director of WHO’s Health Emergencies Program. He said the countries reporting the biggest increases in cases are Brazil, Colombia, Peru, Chile, Mexico and Bolivia. Mexico’s health ministry reported its death toll had surpassed 10,000 people.  The country has confirmed more than 93,000 cases, but officials say the true figure is much higher. In the United States, COVID-19 has killed about 26,000 nursing home residents, the government reported, accounting for nearly one-fourth of all U.S. deaths from the disease. About 450 nursing home staffers have also died of COVID-19.     “This data, and anecdotal reports across the country, clearly show that nursing homes have been devastated by the virus,” CDC Director Robert Redfield and Centers for Medicare and Medicaid Services chief Seema Verma said in a letter to state governors.

The World Health Organization has warned that malaria deaths in Sub-Saharan Africa could double this year to 769,000 due to disruptions caused by the coronavirus pandemic. Nigeria has the highest cases of malaria in the world but with the global focus on controlling the spread of COVID-19, many malaria patients are not getting to hospitals and intervention could fall through the cracks. A soccer field every 6 seconds. That’s the rate at which the world lost mature tropical forests last year, according to new data from the Global Forest Watch monitoring program.Satellite data shows nearly 4 million hectares of tree cover disappeared, an increase from last year and the third-largest loss this century.  Some experts find hopeful notes among the bad news, however. While Brazil’s forest losses have increased under right-wing President Jair Bolosonaro, policies to curb deforestation appear to be working in Indonesia, Colombia and West Africa.  The destruction of mature tropical forests is a massive hit to biodiversity and is responsible for about 8% of global carbon dioxide emissions, according to the World Resources Institute, the research and advocacy group that oversees Global Forest Watch. Since forests are massive sponges of carbon dioxide, reversing their loss would play an outsize role in fighting climate change.  The United Nations set a goal of ending deforestation by 2020, “but we seem to be going in the wrong direction,” WRI Distinguished Senior Fellow Frances Seymour said.  Brazil’s reversal According to satellite imagery analyzed by the University of Maryland and WRI, Brazil alone lost 1.4 million hectares of mature forest in 2019, more than one-third of the world total and nearly three times more than the country with the next-largest loss, the Democratic Republic of Congo.  Not counting record-breaking forest fires in 2016 and 2017, it’s the largest loss since 2006.  Brazil had been a source of optimism until recently. Conservation policies under former President Luiz Inácio Lula da Silva curbed deforestation rates from 2004 to 2015.  It was “one of the great conservation successes of this millennium,” said Robert Heilmayr, a University of California, Santa Barbara environmental economics assistant professor, who was not involved with the WRI research. “I think that gave rise to this hope that if we can harness the policies that worked in one place and just deploy them around the world, we’re going to see an end to deforestation globally,” Heilmayr said. But the latest data shows “we still have a long ways to go,” he said. President Bolsonaro has encouraged development in the Amazon rainforest and loosened enforcement of environmental laws. His administration is backing a law that would increase access to protected indigenous lands for mining and supports legislation that environmental groups say would legalize land grabs. “You’re starting to see the enforcement of the laws that are on the books back off,” Heilmayr said, “and I think that’s creating an opening for more aggressive deforestation.” Indonesia’s surprise On the other hand, the loss of mature forests in Indonesia declined in 2019 for the third straight year. “I’m continuing to be pleasantly surprised that there’s a decrease” in Indonesia, said Greg Asner, director of the Center for Global Discovery and Conservation Science at Arizona State University, who was not involved with the research. While Indonesia lost the third-largest area of mature forest after Brazil and the Democratic Republic of Congo, it’s the smallest loss since the early 2000s.    The country has made permanent a 2011 moratorium on logging and land-clearing for oil palm plantations, which had been a major driver of deforestation. The government has stepped up fire prevention and enforcement of existing forest laws. Colombia also saw a steep drop in the loss of primary forest last year, after two years of increases. Deforestation had spiked after a peace agreement ended decades of civil war and freed up land previously occupied by the Revolutionary Armed Forces of Colombia. The country has set deforestation and reforestation goals and has sent the police and military to fight deforestation in its national parks.  It’s not clear if the trend will hold. Global Forest Watch’s early-warning system has logged an increase in alerts this year.  Chocolate cuts its losses More tentative good news comes from West Africa. Cote d’Ivoire and Ghana, the two countries with the largest increase in mature forest loss in 2018, both cut those losses in half last year.  The chocolate industry has pledged to reduce deforestation for cocoa cultivation, a major crop in West Africa, and the governments have signed forest carbon deals with the World Bank.  These programs may be responsible, but WRI says it’s too soon to tell if the impact will last. The cooperation of palm oil companies has been a big part of Indonesia’s decline in deforestation, UCSB’s Heilmayr said.  “When we see those two components, government and the international markets that provide the strongest incentive for deforestation, working together and in harmony with each other to disincentivize further deforestation, that’s where we generally see the biggest success,” he noted. “The 2019 data corroborates what we already know,” WRI’s Seymour added. “If governments put into place good policies and enforce the law, forest loss goes down. But if governments relax restrictions … forest loss goes up.” Seymour is concerned that fallout from the COVID-19 pandemic could push global forest losses up this year.  “We do have historical precedents,” WRI’s Seymour said. Poverty and a lack of enforcement drove up deforestation after the Asian financial crisis in the late 1990s, she noted. And with attention turned elsewhere, Heilmayr said, “I worry that this is a moment where the governments that want to enable additional land grabbing, that want to enable agricultural expansion, may turn away from enforcing the laws that already exist.”

Latin America is the new epicenter of the coronavirus pandemic, the World Health Organization declared Monday, as the region’s daily death rate now exceeds that in either the United States or Europe. The WHO said Monday there are nearly 938,000 COVID-19 related cases throughout Latin America and the Caribbean and almost 50,000 deaths a day. Brazil, Chile and Ecuador lead Central and South America with the most cases. In the United States, COVID-19 has killed about 26,000 nursing home residents, the government reports, accounting for nearly one-fourth of all U.S. deaths from the disease. About 450 nursing home staffers have also died of COVID-19. “This data, and anecdotal reports across the country, clearly show that nursing homes have been devastated by the virus,” CDC Director Robert Redfield and Centers for Medicare and Medicaid Services chief Seema Verma said in a letter to state governors. COVID-19 is especially devastating to the elderly, many of whom already have other health issues. Verma also says nursing facilities must take “extreme caution” before deciding whether to reopen their doors to visitors. She also says her office is increasing penalties on nursing homes that fail to take the proper precautions against infections. In the Democratic Republic of Congo, authorities reported a new outbreak of the deadly Ebola virus on the same day they announced the country has 3,200 COVID-19 cases. The DRC health ministry said it found six cases in a region along the Congo River on the border with the Republic of Congo. This comes just as the DRC was planning to declare the end of an earlier Ebola outbreak in North Kivu, in the eastern DRC.  The Ebola and COVID-19 outbreaks in the DRC come on top of what experts say is the world’s largest measles outbreak.  Meanwhile, more world tourist sites started to welcome visitors again Monday. They include the Florida Keys, the Coliseum in Rome, Greek hotels, beaches in Turkey, and museums in the Netherlands. But all visitors are still urged to take appropriate precautions.

Eight U.S. states and Washington, D.C., are holding Democratic and Republican Party primaries on Tuesday.Four of the primaries had been scheduled weeks ago but were delayed because of fears of the coronavirus pandemic.The voting involves picking nominees for seats in the Senate and House of Representatives in the November 3 national election.But the day’s voting could also officially hand former Vice President Joe Biden the Democratic Party’s presidential nomination to face President Donald Trump in November.Biden, who served two terms as second in command to former President Barack Obama, is already the presumptive nominee, with more than 20 other candidates having dropped out of the Democratic nomination race. Vermont Sen. Bernie Sanders, the last of Biden’s vanquished foes, remains on ballots and could pick up more delegates to the party’s national convention in August. More than 17,000 members of the U.S. National Guard are supporting state and local law enforcement, as they respond to civil unrest in 23 U.S. States.  Those members, along with the approximately 45,000 National Guard members supporting the COVID-19 response and the hundreds of others helping with the U.S. southern border wall mission, wildfire and flood response, and cyber support, combine for a historic total of at least 66,700 activated for domestic operations, as of Monday. What is the National Guard? The National Guard consists of civilians who serve the United States as soldiers or airmen on a part-time basis. Unlike Marines, sailors or regular soldiers and airmen, the National Guard is tasked with a dual mission to support state and federal operations. State governors can call them to service during local or state emergencies such as storms, earthquakes or civil unrest. “We are here to protect life and property, and preserve peace, order and public safety,”  General Joseph Lengyel, chief of the National Guard Bureau, said Monday. Minnesota, where African American George Floyd died in police custody last week, is among the states that have deployed the National Guard to help with civil unrest. The state’s top soldier, Army Major General Jon Jensen, said on Sunday that members have responded to fires, provided security for hospitals and ambulances, created traffic control points and secured critical infrastructure, such as the federal reserve of Minneapolis. He added that his soldiers were armed after receiving an FBI warning about “credible, lethal threat” against his forces. The U.S. president can also activate the National Guard for federal missions, such as fighting the war against terrorism in the Middle East. The current number of National Guard activated for domestic operations far surpasses the number of members activated in 2005 after Hurricane Katrina, when more than 51,000 were activated to assist with recovery in several southern U.S. states. Members of the Georgia National Guard stand in front of shattered glass at the CNN Center in the aftermath of a demonstration against police violence, May 30, 2020, in Atlanta.But as the domestic deployment of the National Guard has swelled in recent days, the commander of the Georgia National Guard cautioned Sunday that U.S. citizens should not continuously accept the military, rather than law enforcement, to provide security within the United States. “While we’re glad to do it and honored to do it, this is a sign of the times that we need to do better as a country. … We stand ready to do this mission anytime we’re called on to do it, but I pray I never have to do it again,” Army Major General Thomas Carden, the adjutant general of the Georgia National Guard, told reporters. What other military assets are involved in keeping the peace? Currently, no active duty service members have been requested to help with the recent civil unrest. An official confirmed to VOA on Monday that hundreds of military police from three Army bases have been ordered to prepare to deploy to Minnesota, should the governor ask for active duty assistance. Chief Pentagon spokesman Jonathan Hoffman said Saturday the military had raised the alert of several units as “a prudent planning measure,” although no request for active duty assistance has been made from Minnesota Governor Tim Walz. Under the Insurrection Act of 1807, the president can deploy the military “to suppress, in any State, any insurrection, domestic violence, unlawful combination, or conspiracy.”  If deployed, it would be the first time that active duty military service members kept the peace amid civil unrest within U.S. borders since the Los Angeles riots of 1992. The California city erupted on April 29, 1992, after a jury found four L.A. police officers not guilty in the beating of an African American man that was filmed by a bystander and broadcast around the globe.  Active duty service members were also deployed within the U.S. to keep the peace and maintain order in the 1950s during desegregation, during the 1967 Detroit riots, and following the death of civil rights leader Martin Luther King Jr. In 1968.

But he has called the upcoming election a fight for the soul of the nation, hoping to contrast his quieter approach to public discourse with Trump’s more incendiary attacks on his foes.  With the significant racial overtones of the death of George Floyd, a 46-year-old African American man who was pinned to the ground by a white police officer as he gasped to breathe, Biden left his home to meet with about a dozen local black leaders in his hometown. Later, he planned a virtual meeting with mayors from Los Angeles, Atlanta, Chicago and St. Paul, Minnesota. “Hate just hides,” Biden said, speaking of race relations in the U.S. “It doesn’t go away, and when you have somebody in power who breathes oxygen into the hate under the rocks, it comes out from under the rocks.” Biden’s aides noted that while he did not appear on television over the weekend, he spoke about Floyd’s death before Trump did and has voiced compassion for the protesters. Trump linked Biden, who served eight years as former President Barack Obama’s second in command, to the more radical elements in the protests against the police action a week ago that killed Floyd. Floyd was held face down on a Minneapolis street by police officer Derek Chauvin, who pushed a knee against his neck for more than eight minutes even as he repeatedly said he could not breathe.
