The government of Peru’s President Pedro Pablo Kuczynski said on Thursday that it was firing its special counsel in a corruption probe of Brazilian builder Odebrecht, sparking accusations of interference.
Justice Minister Marisol Perez said she dismissed special attorney Katherine Ampuero for blocking Odebrecht’s sale of its irrigation company Olmos. Perez said the decision put thousands of jobs at risk and deprived the state of revenues it would have seized as payment for reparations under a new anti-graft law.
Ampuero argued that Odebrecht would have used the sale of Olmos to pay its creditors abroad instead of Peru, which the company denied.
“Trust in Ampuero was lost because she did not apply the law, and by not applying the law she created economic loss for the state,” Perez told reporters on Thursday.
The announcement put the Odebrecht graft probe in Peru under increased scrutiny and renewed tensions between Kuczynski’s year-old government and the opposition-controlled Congress, which has already pressured three of Kuczynski’s ministers to step down.
“The president should ask Perez to resign immediately,” Popular Force lawmaker Hector Becerril said in broadcast comments on local broadcaster RPP. “This is a government of lobbyists.”
Odebrecht has been offloading its assets as it faces at least $2.6 billion in fines and graft probes in several countries where it has admitted bribing officials. In Peru, the company has been negotiating a plea deal with the attorney general’s office in which Ampuero had taken part as the state’s representative.
Anti-corruption state attorney Julia Principe said she was fired for refusing to dismiss Ampuero and noted that Ampuero had asked the attorney general’s office in March to look into any links that Kuczynski might have had with Odebrecht.
“This situation is a clear interference by the executive branch,” Principe said in a news conference flanked by Ampuero.
Kuczynski’s office did not immediately respond to requests for comment. Kuczynski has denied knowing about or being involved in the $29 million in bribes that Odebrecht has said it paid to officials in Peru over a decade.
Last year Odebrecht said it agreed to sell Olmos to Brookfield Infrastructure Partners LP and Suez SA for an undisclosed sum.
The sale will remain blocked pending an appeals court’s decision on whether to allow it.

Sears will begin selling its appliances on Amazon.com, including smart appliances that can be synced with Amazon’s voice assistant, Alexa.
The announcement Thursday sent shares of Sears soaring almost 11 percent. The tie-up with the internet behemoth could give shares of the storied retailer one of its biggest one-day percentage gains ever.
Sears, which also owns Kmart, said that its Kenmore Smart appliances will be fully integrated with Amazon’s Alexa, allowing users to control things like air conditioners through voice commands.
“The launch of Kenmore products on Amazon.com will significantly expand the distribution and availability of the Kenmore brand in the U.S.,” Sears Chairman and CEO Edward Lampert said in a company release.
Sears bleeding money?
Sears has struggled with weak sales for years, and announced more store closings earlier this month, partly due to the emergence of Amazon.com and other internet operators. It said in March that there was “substantial doubt” it could continue as a business after years of bleeding money.
Neil Saunders, managing director of research firm GlobalData Retail, said it’s a win for Sears, putting its products where customers are shopping.
Sales at existing Sears stores, a key measure of a retailer’s health, have been in rapid retreat for years.
“Other channels and routes to market are needed,” Saunders said.
Lifeline for Sears
Many saw the agreement with Amazon.com as a lifeline for Sears, with the volume of trading company shares enormous on Thursday.
And the law of action-reaction is almost always visible when Amazon.com is in the mix.
Shares of other major retailers that sell appliances, Best Buy, Home Depot and Lowe’s, fell between 4 percent and 6 percent.
Sears will handle after-sale services
The agreement with Seattle-based Amazon goes beyond the point of sale for Sears. Also part of the deal is delivery, installation and the service work that comes with product warranties, which will be provided by Sears Home Services.
While Saunders doesn’t think the deal represents a big shift for the retail sector, he said that it does illustrate how retailers must adapt and offer goods through multiple channels if they want to thrive. He believes others are already scrambling to do so.
Shares of Sears Holdings Corp., based in Hoffman Estates, Illinois, just outside of Chicago, jumped 92 cents to close at $9.60.

Як сказав він на брифінгу у Вашингтоні, цієї вимоги не висуватимуть під час наступного перегляду в Раді директорів МВФ програми співпраці з Україною, що необхідний для отримання чергового траншу позики.
«Розгляд Радою директорів МВФ четвертого перегляду програми співпраці стане можливий, коли заходи, необхідні для цього перегляду, будуть втілені. Цей перегляд буде зосереджений на пенсійній реформі і на заходах для прискорення приватизації і забезпечення конкретних результатів у боротьбі з корупцією», – сказав речник. За його словами, не менш важливо також, щоб фіскальні реформи і реформи в енергетиці далі відповідали зобов’язанням за програмою співпраці. Цьому буде приділятися головна увага в цьому перегляді, сказав він.
«Земельна реформа залишається важливою умовою за програмою. Як сказав він в інтерв’ю агентству Bloomberg, пенсійна реформа йде за графіком, кроки для створення антикорупційного суду вживаються, а от законопроект про земельну реформу не буде поданий вчасно. Це затримає виплату п’ятого траншу на суму в 1 мільярд 900 мільйонів доларів із загальної суми позики в 17,5 мільярдів доларів.
Але Гройсман запевнив, що уряд і далі відданий виконанню програми співпраці з МВФ. І хоча земельну реформу не встигнуть ухвалити до літніх канікулів, її, можливо, ухвалять до кінця року. «Ми працюємо над реформами, і п’ятий транш урешті надійде», – сказав Гройсман.

China says its large economic collaboration program with Pakistan has entered “the stage of early harvest”, making it the “fastest and most effective” among all projects in Beijing’s Belt and Road Initiative, or BRI.
President Xi Jinping launched the China-Pakistan Economic Corridor, or CPEC, two years ago, during his landmark visit to Islamabad. Cooperation has since cemented decades-old relations between the traditionally close allies.
China is investing about $60 billion on a network of roads, railways, fiber optic cables, energy pipelines, industrial clusters and special economic zones in Pakistan.
The corridor will link China’s western region of Xinjiang to the Pakistani port of Gwadar on the Arabian Sea, giving the Chinese region the shortest trade route to international markets.
China’s acting ambassador to Islamabad, Lijian Zhao, says that 19 CPEC projects worth about $19 billion are either completed or in progress.
“CPEC, as a pilot and major project of BRI, is now the fastest and most effective project among all the projects under the BRI,” he told a seminar in Islamabad.
He described the cooperation as an “unprecedented undertaking” in the history of China-Pakistan relations.
Economic cooperation connected to CPEC has employed thousands of Pakistanis and officials anticipate tens of thousands more will be hired in the next few years.
Gwadar is in Pakistan’s Baluchistan province, where deadly attacks on CPEC workers have taken place in recent months.
Some critics in Pakistan have raised concerns about the viability of CPEC, while others have questioned its implications for the country. But officials dismiss the skepticism as unfounded.
“Despite (the fact) there is this criticism and noises here and there, after this four years of hard work and joint efforts of both countries, the CPEC has not been affected by those noises. I can report to you that CPEC is going on very well on the ground,” said the Chinese envoy. He did not elaborate further.
Most of the CPEC projects are in Baluchistan. Pakistani officials allege rival India’s intelligence agency is behind the militant attacks in the province in an attempt to sabotage the Chinese investment.
New Delhi denies the charge, but officials there have voiced concerns over the corridor because it passes through the Pakistan-controlled portion of Kashmir, which is divided between India and Pakistan and both claim the Himalayan region in its entirety.
Pakistan’s foreign secretary, Tehmina Janjua, while addressing the conference, explained security challenges facing her country’s project with China.
“May I point out, unfortunately, our eastern neighbor (India) has publicly announced its opposition to CPEC. The grounds they give for their opposition are baseless,” Janjua noted.
She went on to denounce India’s opposition as “appalling” for a project that she said would bring development and prosperity to the people of Kashmir.
“China and Pakistan stand shoulder to shoulder in developing CPEC on the agreed time lines. We will continue to march ahead with complete determination, ignoring the negative voices and forcefully responding to any threat to CPEC,” said Janjua.
The Pakistani military has deployed thousands of security personnel to guard the projects and protect Chinese experts and workers.
China has also rejected reported U.S. concerns China plans to turn Gwadar into a Chinese naval base.
Major infrastructure projects being established in the Chinese-funded port of Gwadar include a Free Zone and a new international airport that will be operational by next year, officials say.
While new highways are being built and existing roads upgraded to link areas under CPEC, a coal fired power plant in the central city of Sahiwal has recently been completed, adding 1,320-megawatts of electricity to Pakistan’s national grid.
A second 1,320-megawatt coal fired power plant in the southern port city of Karachi is expected to be inaugurated by November at an estimated cast of about $2 billion.
China is also focusing on upgrading Pakistan’s railways, increasing average speeds to about 180 kilometers an hour from the current average of 80 kilometers an hour, said Chinese envoy Zhao.

Як повідомляють російські ЗМІ, рішення про відставку Філіппова ухвалила рада директорів. Його повноваження припинили достроково. Причини звільнення не розкривають.
13 липня стало відомо, що співробітники ФСБ Росії в Санкт-Петербурзі затримали Філіппова за підозрою в розголошенні державної таємниці. У нього вдома і в офісі пройшли обшуки, самого гендиректора «Силових машин» допитали. Після цього його відпустили під підписку про невиїзд.
Спочатку затримання Філіппова ЗМІ пов’язали зі скандалом навколо постачання турбін Siemens в Крим. Однак пізніше з’явилися повідомлення, що ці події не пов’язані.

Судовий процес у справі про спробу державного перевороту в Чорногорії перенесли на вересень. Рішення про це оголосила 20 липня суддя Сюзанна Мугоза після того, як адвокати зі сторони захисту подали кілька клопотань із вимогою надати їм більше часу на підготовку.
За словами судді, суд переносять на 6 вересня, щоб «не порушувати право на захист».
Судовий розгляд справи почався 19 липня у Подгориці, але його майже відразу зупинили через те, що захист зажадав усунути прокурорів у цій справі.
Суд у Чорногорії 8 червня підтвердив обвинувачення проти 14 підозрюваних у підготовці державного перевороту. Серед обвинувачених двоє громадян Росії, яких судять заочно, двоє проросійських опозиційних лідерів Чорногорії – Андрія Мандич і Милан Кнежевич, дев’ять сербів і ще один громадянин Чорногорії.
У Верховному суді країни повідомили, що серед обвинувачень – «підготовка змови проти конституційного ладу і безпеки Чорногорії» і «замах на терористичний акт».
Андрію Мандича і Милана Кнежевича підозрюють в організації злочинної групи, яка, за даними прокуратури Чорногорії, планувала влаштувати заворушення, захопити держустанови і вбити тодішнього прем’єра Мила Джукановича після закінчення голосування на виборах 16 жовтня 2016 року.
Мандич і Кнежевич називають звинувачення проти них «фікцією».

A study by the Economic Policy Institute says the chief executive officers of America’s largest firms were paid an average of $15.6 million each in 2016.
In a report published Thursday, authors Lawrence Mischel and Jessica Schieder say that amount is 271 times as much as a “typical” worker’s earnings at those same corporations.
That boss-to-worker pay ratio is slightly lower than it has been in the past few years, but is still “light years” higher than the 20-to-1 gap between workers and bosses in 1965, or the 59-to-1 difference that was measured in 1989.
CEOs’ pay has grown far faster than typical workers’ earnings in recent decades, and it also has increased at a much faster rate than stock-market valuations for those same companies.
Compensation figures include salary, the right to buy stock at certain prices, and bonuses, according to EPI, which is a nonpartisan think tank that focuses on the concerns of low- and middle-income workers.
The website Salary.com said CEOs are highly paid because their skills and responsibilities are “extreme,” and there is a limited number of people who can perform these functions.
At the other end of the economic spectrum, meanwhile, the lowest paid full-time U.S. workers get a minimum wage of just over $15,000 a year. While most workers earn more, and many states have a higher minimum wage, those on the bottom rung earn around 1/1,000 as much as top-level CEOs.
The U.S. national minimum wage of $7.25 per hour has not been increased in eight years. A group called Business for a Fair Minimum Wage contends inflation during that period has cut the value of those already-low wages by about 15 percent.
While many businesses argue that raising the minimum wage will result in fewer jobs at the lower end of the economic spectrum, Business for a Fair Minimum Wage said higher wages for the lowest-paid workers could stimulate demand and help the economy.

India’s top builders have pledged to make at least a fifth of their new housing developments sustainable by 2022, as the country looks to tap sectors other than renewable energy to meet its ambitious climate goals.
The campaign is led by the Sustainable Housing Leadership Consortium (SHLC) comprising builders Godrej Properties, Mahindra Lifespaces, Shapoorji Pallonji, Tata Housing and VBHC Value Homes. It is backed by the Ministry of Housing.
Builders will use mainly local and recycled material, and design homes that conserve water and electricity and make best use of natural light and wind patterns, while also pursuing more energy-efficient methods of construction.
“The construction industry has one of the biggest carbon footprints, so it’s really important for us to take action to minimize the impact,” said Jainin Desai, head of design and sustainability at developer Mahindra Lifespaces.
“This initiative pushes us to incorporate sustainability right from the selection of the site to the design, the use of materials and in increasing awareness in the industry, as well as among our clients,” he told the Thomson Reuters Foundation.
India is the world’s third-biggest emitter of greenhouse gases that cause global warming.
As a signatory to the 2015 Paris Agreement on climate change, India is committed to reducing its carbon emissions by a third by 2030.
It is doing so with tougher emission norms, more electric vehicles and giant solar power plants to replace energy generated by coal.
The real-estate sector is responsible for nearly a quarter of the country’s carbon dioxide emissions. Those emissions come mainly from energy-intensive processes in making construction materials such as steel, cement and bricks.
As India’s economy grows at a fast clip, demand for homes, offices, roads, airports and factories is also rising. The demand for homes is particularly acute: in urban areas alone, there is a shortage of about 20 million homes.
Prime Minister Narendra Modi has made affordable housing a priority, with incentives such as subsidized loans to meet a 2022 target of “Housing for All.” This has led to a boom in construction across the country.
The effort by SHLC – an initiative of the World Bank’s International Finance Corporation under the eco-cities program of the European Union – will add 110 million sq ft of green housing by 2020.
Green homes the norm?
While “green” homes were built at a premium earlier and therefore had a niche appeal, newer technologies and greater demand have narrowed the cost differential between them and traditional housing to “almost nothing” now, Desai said.
Developers and buyers are also able to tap financing more easily for sustainable projects, as banks and investors look beyond renewable energy. The SHLC campaign is backed by HDFC Bank and PNB Housing Finance.
“India has huge funding requirements in … sustainable housing, metro rail networks, urban waste management and infrastructure development, that can be met through green financing options,” said Sanjeev Jha, India head of Global Capital Markets at Bank of America Merrill Lynch.
India, a relatively new player to green financing, has issued nearly $4.5 billion worth of green bonds so far, he said.
For homeowners, green homes will create savings of 198 million kWh per year in electricity consumption, and 108 billion liters in water savings, according to SHLC.
This will reduce India’s carbon footprint by approximately 0.2 million metric tons of carbon dioxide, it estimates.
“Our long-term goal is to make green homes 100 percent of the industry portfolio,” Desai said. “We see green homes becoming the default choice.”

Голова військово-цивільної адміністрації Луганщини Юрій Гарбуз заявив про надзвичайну ситуацію з енергозабезпеченням, що склалася в області.
«Унаслідок знеструмлення водоканалів без питної води залишились понад 40 тисяч осіб та 30 об’єктів соціальної інфраструктури, у тому числі дитяча обласна лікарня. Питання роботи «ЛЕО» (Луганське енергетичне об’єднання – ред.) укотре мною виноситься на рівень Кабінету міністрів», – написав Гарбуз у Facebook.
Насосні станції Лисичанського і Попаснянського водоканалів на Луганщині «ЛЕО» почало знеструмлювати через борги, через що у Сєвєродонецьку відбувались акції протесту.
Повідомлялось про знеструмлення не тільки цивільних об’єктів, але й військових. У військово-цивільній адміністрації Луганщини пропонують передати Луганське енергетичне об’єднання в управління держави.

Європейська комісія закликала Польщу зупинити суперечливу реформу судочинства й попередила, що в разі відмови вже наступного тижня Польщі загрожують безпрецедентні санкції.
У Брюсселі заявляють, що ця реформа матиме « значний негативний вплив» на незалежність судочинства в Польщі.
Як повідомив після засідання Єврокомісії її перший віце-президент Франс Тіммерманс, там швидко підготують належні процедури при порушенні права ЄС і застосують їх наступного тижня. Зокрема, сказав він, Єврокомісія впритул наблизилася до застосування статті 7 Лісабонської угоди про функціонування ЄС, за якою Польщу можуть позбавити права голосу в Раді Євросоюзу.
Запроваджувана в Польщі реформа «значно посилює системні загрози принципові верховенства права», наголосив Тіммерманс. За його словами, реформа призведе до скасування незалежності судової гілки влади і поставить її під повний політичний контроль уряду.
Владна в Польщі від 2015 року популістська консервативна націоналістична партія «Право і справедливість» уже запровадила низку кроків для збільшення свого контролю над судами, прокуратурою і державними засобами інформації. Минулого тижня вона провела через парламент Польщі низку законів про судову реформу, що, на думку опозиції і зовнішніх спостерігачів, створюють загрозу принципові розподілу влад.
За цими законами, зокрема, міністр юстиції, що є політичним призначенцем, отримає право призначати суддів Верховного суду й голів звичайних судів країни, а до парламенту має відійти право призначати членів Національної ради юстиції, яка має захищати незалежність судів.
Ці дії влади викликали низку демонстрацій протесту в столиці й інших містах Польщі.

Вугілля із непідконтрольної Україні частини Донецької та Луганської областей, ймовірно, може реалізовуватися у Туреччині, сказав журналістам міністр енергетики Ігор Насалик після засідання уряду.
«Міністерство звернулось до восьми посольств, де, можливо, могло б реалізовуватися вугілля із зони АТО. Зараз найбільш проблематичною такою точкою є Туреччина», – зазначив міністр.
За його даними, наразі ведеться робота із українським посольством у Туреччині, щоб припинити таку практику.
Станом на травень 2017 року всі шахти, на яких видобувають антрацит, на окупованій частині Донбасу, в тому числі ті, що раніше працювали у правовому полі України і постачали антрацит на вільну територію країни, були повністю захоплені сепаратистами. Власники шахт – у першу чергу енергохолдинг ДТЕК, підконтрольний українському підприємцеві Рінатові Ахметову, – попереджали про незаконність можливого експорту викраденого на цих шахтах вугілля.
15 березня компанії ДТЕК і «Метінвест», підконтрольні Ахметову, заявили про повну втрату контролю над своїми підприємствами на окупованій території Донбасу, які до захоплення працювали у правовому полі України. Угруповання «ДНР» і «ЛНР», підтримувані Росією, заявили тоді, що запровадили «зовнішнє управління» на всіх підприємствах української юрисдикції, які працювали на територіях, захоплених цими угрупованнями, – на знак протесту проти блокади активістами торгівлі з непідконтрольною територією. За повідомленнями, ці підприємства фактично перейшли під російський контроль.
Російські митні органи у своїй статистиці за 2017 рік повідомили, що з України останнім часом ввозили вугілля антрацитової групи, яке в Україні видобувається тільки на окупованій частині Донбасу, на шахтах, незаконно захоплених сепаратистами, а також продавали антрацит до України.
За статистичними даними Південного митного управління Федеральної служби Росії, які наведені на його сайті, у травні цього року з України до Ростовської області Росії було імпортовано 58 мільйонів 652 тисячі тонн антрациту на суму у 3 мільйони 140 тисяч доларів США; протягом цього ж місяця з Ростовської області Росії до України експортували 24 мільйони 408 тисяч тонн антрациту на суму у 2 мільйони 146 тисяч доларів США.

Asia’s richest man, Wang Jianlin, suddenly finds himself cornered. The giant Dalian Wanda Group, which he heads, is facing a range of regulatory investigations and actions from the Chinese authorities.
The latest move involves asking banks to stop financing overseas forays of the Wanda Group, which owns an array of foreign assets, including a Hollywood studio and AMC Theaters, the biggest exhibitor of movies in the U.S.
The Group faced a regulatory probe into its financial deals in early June, which was followed by an announcement that Wanda had sold off part of its business to a Tianjin based real estate developer for $9.3 billion.
The government action against a businessman known for his strong connections with the Communist Party has caused a stir in the business community, with many asking if the government is sending out a political message to all privately owned businesses, informed sources said.
Role of politics
“That is a surprising development in a lot of different ways. Wang Jianlin has many friends all through the political establishment in China,” said Christopher Balding, an associate professor of finance and economics at Peking University HSBC Business School.
The industry in China is debating about whether the Wanda Group has been hit by a policy measure or Wang has fallen from the grace of the political establishment.
“I don’t think this [action] is particularly targeting Mr. Wang, the chairman of Wanda Group, or purposefully targeting the Wanda group,” said Peng Liu, professor of real estate and hotel management at the Cornell University. “Actually, those [moves] are in line with the government action on control of financial risks.”
Wanda Group’s recent deals include the $930 million acquisition of the Nordic Cinema Group in January, and the $1.1 billion purchase of Carmike Cinemas, the fourth-largest cinema operator in America. But Wang faced a rare setback early this year when he was forced to abandon a $1 billion takeover of Hollywood-based Dick Clark Productions.
On the face of it, the government is asking companies to cut down on their financial risks and stop adding pressure on China’s foreign exchange reserves.
But the signals go deeper than that because the action involves one of China’s best-known companies and comes ahead of a crucial Communist Party meeting which will determine the fate of some of the country’s top leaders.
“It is not far fetched to say that there is definitely a political message being sent, and they are using Wanda as an example to other companies, (to say) ‘don’t do this’,” Balding said, adding, “And it is also a signal that there is a political fighting going on behind the scenes.”
Corporate vs government power
Giant multinationals are sometimes regarded as the sources of big power, who often influence government policies in different countries. Beijing may not be comfortable with additional power groups during its own influence gathering pursuit through the Belt and Road program, analysts said.
Yue Su, an economist with The Economist Intelligence Unit (EIU), pointed out the government has been investigating two other companies, Fosun and Anbang, who were engaged in aggressive buying of business assets overseas.
“The government is also worried that these companies are trying to move asset abroad and keep their debt within the country, which is worsening domestic economic conditions,” he said.
Wider impact
Besides Wanda, many Chinese companies have been forced to revise their investment plans as the government reversed its earlier policy of encouraging them to acquire foreign brands and assets.
Beijing has since intensified its battle against capital flight amid a reduction in foreign exchange reserves early this year. This came as a shock to several companies who were forced to cut down their long range plans for growth in the international market.
“Another thing that needs to be pointed out is it was only 12-24 months ago that Chinese regulators were strongly encouraging Chinese companies to go out and make foreign acquisitions,” Balding said. “So, this was not done in a vacuum. So while Wanda may have pushed the limits, they were doing nothing more than what they were being encouraged to do by Chinese regulators.”
The government action to cut off funding to Wanda, and possibly to other companies, may have major consequences for China’s industrial economy.
“So consequently if their access is cut off, that could have a very significant impact on not just their ability to make foreign acquisitions but to do a lot of different things,” Balding said.
Peng Liu said the government will make a distinction in the case of its Belt and Road program and allow overseas investments by Chinese companies who wish to do so under that program.
“The belt and road program is the government’s strategy. I think that is different. Corporations will find the match in terms (their) business vision and growth strategy and the government’s strategy on infrastructure and global collaboration in development,” he said.

Careem, a Middle Eastern rival to Uber, has become the first ride-hailing firm to operate in the Israeli-occupied West Bank.
Dubai-based Careem, whose name is a play on the Arabic word for generous or noble, launched in Ramallah in June, aiming to bring digital simplicity to the Palestinian territory.
There is certainly a market for easier ride-hailing among the nearly 3 million Palestinians living in the West Bank, but the fact the mobile network is still 2G, that electronic payments are not the norm and that Israeli checkpoints are common, make using the service somewhat cumbersome.
Yet Careem is optimistic about the potential.
“We are planning to invest hundreds of thousands of dollars within the coming year in the (Palestinian) sector,” Kareem Zinaty, operations manager for the Levant region said. “After the investment, it is also an opportunity to create jobs.”
Careem, which launched in 2012 and now operates in 12 countries and more than 80 cities across the Middle East, Africa, and South Asia, has said it aims to provide work for one million people across the region by 2018.
Careem’s captains
While a version of Uber and Israeli app Gett already operate in Israel, they do not venture into Palestinian territory. Drivers are excited to work with Careem, which they hope will help boost their incomes, especially with unemployment in the West Bank running at nearly 20 percent.
“It’s a very wonderful opportunity,” said one of the more than 100 new drivers, known as “captains” by Careem. “Most of the people who use it are young and happy with the price.”
Palestinians have limited self rule in parts of the West Bank, which they want for a future state alongside East Jerusalem and the Gaza Strip. Israel captured those areas in the 1967 Middle East war. It withdrew from Gaza in 2005, but still occupies the West Bank and East Jerusalem.
Under interim peace accords, Israel still controls 60 percent of the West Bank, where most of its settlements are located. Careem’s drivers have Palestinian license plates, meaning they usually cannot enter Israeli-controlled areas.
In 2015, Israel and the Palestinian Authority agreed to expand 3G mobile access to the West Bank by 2016, but have yet to implement the agreement. In the meantime, the Ramallah municipality has set up public Wi-Fi in parts of the city center, allowing Apps like Careem to be used more easily.
Despite 2G’s slower service, Zinaty said their model was an opportunity for telecommunication companies to look into expanding services and technologies to better serve Palestinian start ups and businesses.

The government of Peru’s President Pedro Pablo Kuczynski is no longer considering cutting the value-added tax (VAT) rate due to slumping government revenues as the economy slows, the country’s prime minister said Tuesday.
Trimming the VAT rate gradually to 15 percent from 18 percent had been part of Kuczynski’s economic platform as he took office a year ago, before severe flooding and a graft scandal thwarted investments and knocked Peru’s growth outlook.
Dropping the plan will likely be welcomed by the right-wing opposition that had feared a VAT reduction would widen the fiscal deficit. But it could be seen as a broken campaign promise by Kuczynski allies who expected a lower rate to stimulate the economy and encourage more people to pay the tax.
“Reducing the VAT has been ruled out,” Prime Minister Fernando Zavala told foreign media in a press conference. “Tax revenues haven’t grown in recent months and we think we have to improve that in coming years by making VAT collection more
efficient.”
Kuczynski named Zavala finance minister while keeping him in his post as prime minister last month after the opposition-controlled Congress ousted the former finance minister over a scandal involving an airport contract.
Peru, the world’s second biggest copper, zinc and silver producer, has enjoyed some of the strongest growth readings and slowest inflation rates in the region this century.
But the economy will likely slow to 2.8 percent this year from 3.9 percent in 2016, even with the government’s planned fiscal stimulus, Zavala said. Next year the economy should expand by between 3.8 percent to 4 percent, he added.
The government previously forecast growth at 3 percent in 2017 and 4.5 percent in 2018.
Zavala reiterated that the government planned to expand the fiscal deficit to 3 percent of gross domestic product this year and to 3.5 percent next year to pay to rebuild parts of Peru devastated by floods this year.
“It’s a deficit increase but only for resources for the reconstruction and only for a period of 3 to 4 years,” Zavala said. “We’re taking all the measures necessary for the economy to accelerate.”
Peru will likely sell sovereign bonds again next year to finance government spending or to extend the life of the country’s debt, Zavala said.
On Monday, Peru sold some $3 billion in sol-denominated bonds that can be settled through post-trade services provider Euroclear, part of the country’s efforts to reduce debt in foreign currencies.

U.S. President Donald Trump is looking for ways to defend American-made products by certifying legitimate U.S. goods and aggressively going after imported products unfairly sporting the “Made in America” label, the White House said on Tuesday.
Trump, who campaigned on reviving the U.S. manufacturing sector, vowed on Monday that his administration would crack down on “predatory online sales of foreign goods” hurting U.S. retailers.
On Wednesday, Trump will discuss with small- and medium-sized manufacturers how to certify their products and keep out foreign counterfeits, a senior administration official told reporters. Their products include gutter filters, flags and pillows.
“There’s just too many examples of foreigners slapping on ‘Made in America’ labels to products and the worst insult is when they do it after they have actually stolen the product design,” the official said.
The United States loses about $300 billion a year to theft of intellectual property ranging from semiconductors to jeans, the official said.
In March, Trump signed an executive order that gave customs officials more authority to stop pirated and counterfeit items, the official told reporters.
The White House plans to work with the private sector on the new certification and verification system rather than create new regulations or spend taxpayer money, the official said, citing as a model the LEED system used to rate the environmental sustainability of building projects.

Amazon has begun selling ready-to-cook meal packages for busy households in a bid to expand its groceries business.
Amazon-branded meal kits come with raw ingredients needed to prepare such meals as chicken tikka masala and falafel patties. They can help households save time; a kit for salmon with soba noodles can be prepared in just a half-hour, for instance. But at $16 to $20 for two servings, they can be more expensive than buying ingredients separately in larger quantities.
The development comes as Amazon is also buying the organic grocer Whole Foods for $13.7 billion, a deal that would give the company a foothold in both groceries and brick-and-mortar retailing. Amazon could ultimately use Whole Foods’ more than 400 locations as distribution centers for all food services, including meal kits.
For now, Amazon’s meal kits are sold only in selected markets. The Associated Press was able to place an order in Seattle, Amazon’s headquarters. A similar search for meal kits in New York generated items only from third-party vendors such as Martha & Marley Spoon and Tyson Tastemakers.
Amazon didn’t respond to requests for additional information.
Michael Pachter, an analyst at Wedbush Securities, said meal kits fall between regular groceries and deliveries of fully cooked meals and represent Amazon’s bid to expand its food business.
“I’m not sure any of this will work, but that’s where they are headed,” Pachter said in an email.
The food industry consulting firm Pentallect says meal kits represent a “rounding error” of $2.2 billion in a $1.5 trillion U.S. food industry, but the firm forecasts growth of 25 percent to 30 percent a year over the next five years. Pentallect says that because relatively few households have yet to try meal kits, there’s a lot of room for growth.
Amazon meal kits are available only through the AmazonFresh grocery-delivery program, which costs $15 a month and requires a separate $99-a-year Prime membership. Delivery costs an additional $10 on orders of $40 or less, though free pickup options are available in Seattle.
Sales appeared to have begun in late June, based on customer reviews.
Earlier this month, Amazon.com applied for U.S. trademark protection for the phrase “We do the prep. You be the chef.” for packaged food kits “ready for cooking and assembly as a meal.” Amazon listed a range of food types, including meat, seafood, salads and soups.
Shares of a leading competitor, Blue Apron, fell nearly 14 percent to $6.36 this week as reports of Amazon’s plans emerged at GeekWire and other news sites. That includes a 3.5 percent drop on Tuesday. Amazon’s stock increased $14.41, or 1.4 percent, to close Tuesday at $1024.45.
