НБУ ліквідовує банк «Аркада»

Національний банк відкликає ліцензію банку «Аркада» – про це регулятор повідомив вранці 25 вересня.

За заявою, таке рішення НБУ ухвалив за пропозицією Фонду гарантування вкладів фізичних осіб.

«Національний банк України за пропозицією Фонду гарантування вкладів фізичних осіб ухвалив рішення від 24 вересня 2020 року №601-рш про відкликання банківської ліцензії та ліквідацію АТ АКБ «АРКАДА», – повідомляє центробанк.

Місяць тому, 25 серпня, НБУ відніс «Аркаду» до неплатоспроможних через зменшення нормативів капіталу на 50% і більше від мінімального встановленого рівня.

4 вересня суд заарештував президента банку «Аркада» Костянтина Паливоду. Його підозрюють у привласненні 50 мільйонів гривень з фондів фінансування будівництва житлових комплексів «Еврика» та «Патріотика».

Facebook видалив три мережі з Росії за «іноземне втручання»

Компанія Facebook повідомила про видалення трьох окремих мереж користувачів своїх соцмереж у Росії за порушення правил користування, йдеться в повідомленні компанії 24 вересня.

До першої групи увійшли  214 користувачів фейсбуку, 35 сторінок, 18 спільнот, а також 34 інстаграм-сторінок. Їхня діяльність, базована в Росії, була спрямована здебільшого на Сирію та Україну, а також на Туреччину, Японію, Вірменію, Грузію, Білорусь та Молдову. Меншою мірою мережа працювала в полії Великої Британії та США.

На одну або більше з цих сторінок були підписані 8 500 користувачів, ще 9,5 тисячі акаунтів долучилися до видалених груп. Інстаграм-сторінки мали близько 7,5 тисячі людей.

Facebook також видалив одну сторінку, п’ять профілів, одну групу та три інстаграм-сторінки, також за координовану неавтентичну поведінку. Ця невелика російська мережа фокусувалася переважно на Туреччині, Європі і меншою мірою на США.

До третьої виявленої групи увійшли 23 Фейсбук-акаунти, шість сторінок та вісім інстаграм-акаунтів. Ця мережа була орієнтована на сусідні з Росією країни, в тому числі Білорусь.

Приводом для видалення стало порушення політики компанії проти іноземного чи урядового втручання, яке проявляється в координованій неавтентичній поведінці на користь іншої держави чи урядовох установи.

«В кожному випадку люди, які займалися цією діяльністю, координувалися один з одним та використовували фейкові акаунти як основну частину своїх операцій, щоб ввести інших користувачів в оману щодо того, хто вони і чим займаються», – йдеться в повідомленні, підписаному головою відділу безпеки Натаніелем Ґлейчером.

Facebook зазначає, що орієнтується передусім на поведінку користувачів, а не на їхнє походження чи контент, який вони поширюють.

Як зазначають у компанії, діяльність мереж була спрямована на створення фіктивних і нібито незалежних медіа та діячів, щоб залучати несвідомих осіб у поширення свого контенту, а також на розширення аудиторії власних сайтів.

1 вересня компанія Facebook повідомила, що протягом серпня видалила три мережі несправжніх акаунтів, що працювали в Росії, Пакистані та Сполучених Штатів.

British Bars, Restaurants Close Early to Curb Virus Surge

Last call came early Thursday at pubs and bars in England and Wales, as Britain tightened the rules to try to curb a coronavirus surge.The new restrictions, announced Tuesday by Prime Minister Boris Johnson, mean that any establishment serving food or drink must close by 10 p.m. (2100 GMT).The new rules apply in Scotland from Friday, while Northern Ireland is still considering a curfew.British pubs traditionally close at 11 p.m. But some stay open later, depending on their location and the day.”I don’t think it’s gonna help, it’s too little too late, as usual,” Joyce, a skeptical drinker in her 50s at a pub in the East London neighborhood of Dalston, told AFP.”You’re just displacing the problem,” she said.Britain announced 6,634 new cases Thursday, the biggest daily number since the pandemic began. Britain is performing about 220,000 tests a day.Across the English Chanel, European Union health officials urged member states Thursday to “act decisively” to put in place and utilize measures to stop the spread of the coronavirus and a potential surge in cases like the one earlier this year that prompted widespread lockdowns.“We are at a decisive moment. All member states must be ready to roll out control measures, immediately and at the right time, at the very first sign of potential new outbreaks,” said Stella Kyriakides, commissioner for health and food safety. She added, “This might be our last chance to prevent a repeat of last spring.”More than 3 million cases have been reported across the EU and Britain since the pandemic began, according to the European Center for Disease Prevention and Control.Kyriakides noted some EU countries are experiencing higher numbers of new infections than they had in March at the peak of the outbreak in the region, saying, “It is abundantly clear that this crisis is not behind us.”France’s health ministry reported Thursday the number of people hospitalized in intensive care units due to the coronavirus surpassed 1,000 for the first time since early June.In the Netherlands, health officials said Thursday the number of new infections rose to 2,544, a record high for a single day.Poland’s health ministry also reported a record daily rise in cases and attributed the trend to people making more contact with others after restrictions were lifted.Sweden, which opted not to put in place many of the stricter coronavirus lockdown measures seen elsewhere in Europe, is experiencing a situation Prime Minister Stefan Lofven called worrying.”The caution that existed in the spring has more and more been replaced by hugs, parties, bus trips in rush hour traffic, and an everyday life that, for many, seems to return to normal,” Lofven told reporters.He said people will be glad about the right steps they take now and suffer later for what is done wrong.Lofven urged people to follow social distancing guidelines and hygiene measures, and said, if necessary, the government would introduce new measures to stop the spread of the virus.A similar message about the need for continued vigilance and good practices came Thursday from Indonesia’s COVID-19 task force as that country saw another record increase in new cases. COVID-19 is the illness caused by the coronavirus.”Over time, we’ve seen that the people have lowered their guards,” task force spokesman Wiku Adisasmito told reporters. “It’s almost like they don’t have empathy even when they see every day so many new victims.”The governor of the capital, Jakarta, extended coronavirus restrictions there until October 11 in order to help hospitals cope with demand.In Israel, Prime Minister Benjamin Netanyahu announced Thursday that the country is returning to a full lockdown, effective Friday, and lasting for two weeks as its infection rate spirals out of control.Schools, entertainment venues and most businesses will be closed, while restaurants will be limited to delivering food. Residents will be required to stay within 500 to 1,000 meters of their homes, except for work and shopping for food and medicine, while outdoor gatherings will be strictly limited to 20 people.

Trump Promotes Health Care ‘Vision’ in Swing State North Carolina

President Donald Trump signed an executive order on preexisting medical conditions Thursday, amid a global pandemic and growing uncertainty about the future of protections guaranteed by the Obama-era health law his administration is still trying to overturn.In a visit to swing state North Carolina, the president sketched out what aides called a “vision” for quality health care at affordable prices, with lower prescription drug costs, more consumer choice and greater transparency. The president also signed another executive order to try to end surprise medical bills.But while the Trump administration has made some progress on its health care goals, the sweeping changes he promised as a candidate in 2016 have eluded him. Democrats are warning Trump would turn back the clock if given another four years in the White House, and they are promising coverage for all and lower drug prices.Legislation unlikelyThe clock has all but run out in Congress for major legislation on lowering drug costs or ending surprise bills, much less replacing the Affordable Care Act, known as Obamacare.Bill-signing ceremonies on prescription drugs and medical charges were once seen as achievable goals for Trump before the election. No longer.Health and Human Services Secretary Alex Azar said one of Trump’s executive orders would declare it the policy of the U.S. government to protect people with preexisting conditions, even if the ACA is declared unconstitutional. However, such protections are already the law, and Trump would have to go to Congress to cement a new policy.On surprise billing, Azar said the president’s order would direct him to work with Congress on legislation, and if there is no progress, move ahead with regulatory action. However, despite widespread support among lawmakers for ending surprise bills, the administration has been unable to forge a compromise that steers around determined lobbying by a slew of affected interest groups.Health care consultant and commentator Robert Laszewski said he was particularly puzzled by Trump’s order on preexisting conditions.”For more than 20 years we debated ways to protect people from preexisting conditions limitations,” said Laszewski. Former President Barack Obama’s landmark legislation finally established protections, he said.How will it work?”So, after 20 years of national public policy debate and hard-fought congressional and presidential approval, how does Trump conclude he can restore these protections, should the Republican Supreme Court suit overturn them, with a simple executive order?”Health care represents a major piece of unfinished business for Trump.Prescription drug inflation has stabilized when generics are factored in, but the dramatic price rollbacks he once teased have not materialized.And the number of uninsured Americans had started edging up even before job losses in the economic shutdown to try to contain the coronavirus pandemic. Various studies have tried to estimate the additional coverage losses this year, but the most authoritative government statistics have a lengthy time lag. Larry Levitt of the nonpartisan Kaiser Family Foundation said his best guess was “several million.”Meanwhile, Trump is pressing the Supreme Court to invalidate the entire Obama health law, which provides coverage to more than 20 million people and protects Americans with medical problems from insurance discrimination. The case will be argued a week after Election Day.The death of Supreme Court Justice Ruth Bader Ginsburg has added another layer of uncertainty. Without Ginsburg, there is no longer a majority of five justices who previously had voted to uphold the ACA.Democrats’ messagingDemocrats, unable to slow the Republican march to Senate confirmation of a replacement for Ginsburg, are ramping up their election-year health care messaging. It is a strategy that helped them win the House in 2018. Former Vice President Joe Biden has said he wants to expand the Obama law and add a new public program as an option.A recent Kaiser Foundation poll found Biden had an edge over Trump among registered voters as the candidate with the better approach to making sure everyone has access to health care and insurance, 52% to 40%. The gap narrowed for lowering costs of health care: 48% named Biden, while 42% picked Trump.  The scramble to deliver concrete accomplishments on health care comes as Trump is chafing under criticism that he never created a Republican alternative to Obamacare with 40 days to go before the election.Trump has repeatedly insisted his plan is coming.”We’re signing a health care plan within two weeks,” Trump said in a July 19 interview. He told reporters in August that it would be introduced “hopefully, prior to the end of the month.”During a televised town hall earlier this month in Pennsylvania, Trump again insisted he had a plan — but refused to share its details or explain why he waited more than three years to unveil it.”I have it all ready, and it’s a much better plan for you,” he said.

US-China-Russia Rift Simmers at UN

The growing rift between the United States and China and Russia was clearly evident on the sidelines of the U.N. General Assembly Thursday, threatening to overshadow international cooperation on the coronavirus response.This year’s assembly has been held online because of the pandemic, and its focus has been on confronting COVID-19, the disease caused by the virus, through effective multilateral action.At a side event in the Security Council meant to complement that theme, U.N. Secretary-General Antonio Guterres expressed concern that the pandemic is unfolding against a backdrop of “high geopolitical tensions.”“The pandemic is a clear test of international cooperation, a test we have essentially failed,” Guterres told the videoconference of the U.N.’s most powerful body. Helsinki: Coronavirus-sniffing Dogs Could Provide Safer Travel

Helsinki Airport is getting creative when it comes to operating safely in the age of COVID-19. Beginning this week, travelers arriving at Finland’s busiest international airport will have the opportunity to take a voluntary coronavirus test that takes 10 seconds and is entirely painless — but it’s not the test that is unusual, rather, it’s who is conducting it.The new state-funded pilot program uses coronavirus-sniffing canines to detect the presence of the virus within 10 seconds with shocking accuracy. Preliminary results from the trial show that the dogs, who have been used previously to detect illnesses such as cancer and malaria, were able to identify the virus with nearly 100% accuracy.FILE – Sniffer dog Miina, being trained to detect the coronavirus from the arriving passengers’ samples, works in Helsinki Airport in Vantaa, Finland, Sept. 15, 2020.Many of the dogs were able to detect the coronavirus long before a patient developed symptoms, something even laboratory tests fail to do.After passengers arrive at Helsinki from abroad and have collected their luggage, they are invited to wipe their necks with a cloth to collect sweat samples that are then placed into an intake box. In a separate booth, a dog handler places the box alongside several cans containing various scents and the canine goes to work.Researchers have yet to identify what it is exactly the dogs sniff when they detect the virus, but a preliminary study published in June found there was “very high evidence” that the sweat odors of a COVID-19-positive person were different from those who do not have the virus. This is key, as dogs are able to detect the difference thanks to their sharp sense of smell.If the dog flags the sample as positive, the passenger is directed to the airport’s health center for a free PCR virus test.While there have been instances that an animal contracts the coronavirus, dogs do not seem to be easily infected. For broader coverage, even more trained animals— and their trainers— would be required.

Britain Plans Help for Workers Affected by Pandemic

British workers whose hours were cut because of the coronavirus pandemic could receive new government wage subsidies in the near future. Britain’s treasury chief has proposed measures aimed at preventing further layoffs when current subsidies expire next month. The new measures, proposed Thursday by Chancellor of the Exchequer Rishi Sunak, are in response to a call from businesses and labor unions for the government to provide additional support. Right now the government pays up to 80% of wages workers made before they were furloughed, but the proposal would pay 77% of pre-pandemic wages. The payment would be dependent on employers allotting workers at least one-third of their pre-pandemic hours. Britain’s Chancellor of the Exchequer Rishi Sunak leaves No. 11 Downing Street, heading for the House of Commons to unveil details of his Winter Economy Plan, in London, Sept. 24, 2020.The treasury chief hopes that will ensure fewer workers are laid off. “The government will directly support the wages of people in work, giving businesses who face depressed demand the option of keeping employees in a job on shorter hours rather than making them redundant,” Sunak said of the proposed measures. He said similar support will be offered to the self-employed. Businesses that took out loans would also have more time to pay them back. The cut to 5% from 20% had been scheduled to end in January.

Білорусь: адвокат Марії Колесникової перестала виходити на зв’язок

Адвокат члена президії Координаційної ради Білорусі Марії Колесникової Людмила Козак перестала виходити на зв’язок. Про це повідомляє TUT.BY з посиланням на адвоката Віктора Мацкевича.

«О 13:50 Людмила попрощалася зі своєю колегою, з якою зустрічалася на вулиці Комуністичній. Поспішала на судове засідання. У суд вона не приїхала. Машина припаркована на Комуністичній, закрита», – повідомив Мацкевич.

За його словами, чоловік Козак подає заяву про викрадення людини в РУВС Центрального району. «Ми з чоловіком Людмили вважаємо, що її зникнення пов’язане з професійною діяльністю», – зазначив Мацкевич.

 

Одна з лідерів білоруської опозиції Марія Колесникова заарештована і знаходиться в СІЗО. Влада Білорусі намагалася вислати її з країни 7 вересня, але силовикам це не вдалося: Колесникова порвала білоруський паспорт і відмовилася їхати до України, як її соратники, яких все-таки вдалося вислати. 10 вересня вона розповіла про погрози, які отримувала від силовиків.

Слідчий комітет Білорусі висунув Колесниковій офіційне обвинувачення за частиною 3 статті 361 КК ( «Заклики до дій, спрямованих на заподіяння шкоди національній безпеці РБ, вчинені з використанням ЗМІ та мережі Інтернет»). За цим обвинуваченням їй загрожує від двох до п’яти років позбавлення волі.

США, Канада і Британія готують санкції проти Білорусі – Reuters

США, Великобританія і Канада можуть вже в п’ятницю, 25 вересня, можуть запровадити санкції проти громадян Білорусі, яких вони вважають відповідальними за підтасовування результатів виборів і насильство щодо мирних протестувальників. Про це з посиланням чотири джерела повідомляє агентство Reuters. Співрозмовники агентства не виключають, що узгодження санкцій між країнами може тривати довше.

Міністр закордонних справ Великобританії Домінік Рааб заявив у четвер в парламенті, що уряд готує санкції проти винних у порушеннях прав людини в Білорусі – і координує дії з США і Канадою.

У Держдепартаменті США і міністерстві закордонних справ Канади поки офіційно не заявляли запровадження санкцій.

 

Країни ЄС і США 23 вересня заявили, що відмовляються визнати Олександра Лукашенка президентом Білорусі, після його несподіваної інавгурації 23 вересня, яка викликала посилення масових протестів по всій країні.

Міністр закордонних справ України Дмитро Кулеба написав у твіттері, що «з огляду на хід виборчої кампанії у Білорусі та подальші події, сьогоднішня «інавгурація» О. Лукашенка не означає його визнання легітимним главою Білоруської держави».

Міністерство закордонних справ Білорусі розкритикувало реакцію інших країн, зокрема України, які відмовилися визнати легітимність Олександра Лукашенка.

На міжбанку поновилося послаблення гривні щодо долара

На українському міжбанківському валютному ринку після зафіксованого на початку цього тижня короткотермінового посилення гривні поновилася девальвація національної валюти щодо долара США. Станом на 12:30, за даними Finance.ua, котирування складали 28 гривень 25–27 копійок за долар (стартувала сесія з рівня 28 гривень 22–24 копійки за долар).

Національний банк України встановив опівдні довідкове значення курсу 28 гривень 24 копійки за долар, це на 5 копійок більше за офіційний курс на 24 вересня.

Ще в середині серпня долар оцінювався на міжбанку дешевше на гривню, 17 серпня торги завершилися на рівні 27 гривень 23,5–25,5 копійки за одиницю американської валюти.

US Unemployment Benefit Claims Remain High

The U.S. Labor Department reported Thursday that 870,000 workers filed for unemployment compensation last week, a slight increase from the week before and another sign that the coronavirus pandemic is continuing to impede the American economic recovery.Millions of workers remain unemployed in the United States, with the jobless rate at 8.6% in mid-September, and economists saying the figure could remain elevated for months. Only about half of the 22 million U.S. jobs lost in the coronavirus pandemic has been recovered, with the world’s biggest economy adding 1.4 million jobs in August.Weekly initial claims for jobless benefits seemed to have stabilized somewhat below 900,000 in recent weeks. Last week’s 870,000 figure was up 4,000 from the revised level of the week before.The recent weekly claims figures are well below the 6.9 million record number of claims filed in late March as the coronavirus swept into the United States but remain above the highest level before this year in records going back to the 1960s.U.S. employers have called back millions of workers who were laid off during mandatory business shutdowns earlier this year, yet some hard-hit businesses have been slow to ramp up their operations again or closed permanently, leaving workers idled or searching for new employment.During the worst of the pandemic, the U.S. unemployment rate topped out at 14.7% in April.With six weeks to go before the November 3 presidential and congressional elections, President Donald Trump and Republican and Democratic lawmakers in politically fractious Washington have been unable to reach an agreement on extending federal unemployment benefits and how much should be paid.Until the end of July, the national government sent an extra $600 a week to unemployed workers on top of less generous state jobless benefits. The 1.4 million jobs added in August included the Census Bureau’s temporary hiring of about 240,000 workers to help conduct the once-a-decade count of the U.S. population.

Portland Protests Over Breonna Taylor Decision

Police in Portland, Oregon, declared a riot late Wednesday after protesters damaged a police building in unrest that followed the grand jury decision in the Breonna Taylor case.
 
“To those who have gathered outside of Central Precinct on Southwest 2nd Avenue. This gathering has been declared a riot,” the police force said in a tweet. The crowd was told to vacate or face tear gas, other crowd control agents or arrest.
 
One of the protesters hurled a homemade firebomb or Molotov cocktail towards police officers outside of the precinct, a video shared by Portland police on Twitter showed.
 
Upper windows appeared to be damaged and part of an awning outside the building was on fire, according to a photograph shared by the police, which said the building had suffered “substantial damage.”
 
Two police officers were shot and wounded late on Wednesday in Louisville, Kentucky, during protests over a grand jury ruling on the fatal police shooting of Taylor, a Black woman who was killed in her home during a raid in March.
 
Earlier in the day, the grand jury decided that none of the three white officers involved in the police raid on Taylor’s apartment would be charged for causing her death. One officer was indicted on charges of endangering her neighbors.

Казахстан приєднався до міжнародного протоколу про скасування смертної кари, повідомляє міністерство закордонних справ країни.

«У штаб-квартирі ООН постійний представник Казахстану при ООН Кайрат Умаров підписав Другий факультативний протокол до Міжнародного пакту про громадянські і політичні права, спрямований на скасування смертної кари», – йдеться в повідомленні.

У Казахстані з 2003 року діє мораторій на застосування смертної кари, але смертна кара як вид кримінального покарання не була скасована. Законом вона передбачена «за терористичні злочини, пов’язані із загибеллю людей» і «за особливо тяжкі злочини, вчинені у воєнний час». Також у кримінальному кодексі закріплені статті, які передбачають смертну кару за посягання на життя президента країни і на життя колишнього президента Казахстану Нурсултана Назарбаєва, навіть якщо ці дії не призводять до смертельного результату.

Правозахисники неодноразово закликали владу повністю скасувати смертну кару. У грудні 2019 року президент Касим-Жомарт Токаєв доручив МЗС розпочати процедуру приєднання до цього протоколу.

З моменту проголошення незалежності Казахстану були виконані 536 смертних вироків. Останній смертний вирок був ухвалений у 2016 році Руслану Кулекбаєву, якого визнали винним у вбивстві десяти людей у місті Алмати.

Росія: ФСБ відмовилася перевіряти повідомлення про стеження за опозиціонером Навальним

У Росії Федеральна служба безпеки відповіла на офіційний запит московського муніципального депутата Іллі Яшина в зв’язку з повідомленнями про стеження за опозиційним політиком Олексієм Навальним в останні дні та години перед його отруєнням.

У ФСБ заявили, що підстав для «позначених у зверненні перевірок не встановлено». Фотографію відповіді Яшин опублікував у фейсбуці.

25 серпня в запиті на ім’я директора ФСБ Олександра Бортникова Яшин просив роз’яснити, на якій підставі за опозиційним політиком здійснювалося таємне стеження. Раніше ЗМІ писали, що перед отруєнням Навального оперативники в цивільному контролювали буквально кожен його крок.

Тоді ж Яшин написав у фейсбуці, що у нього немає ніяких ілюзій із приводу відповіді. Він вважає запит «символічним жестом», оскільки переконаний, що «замовником замаху на Навального є президент Путін, а виконавцями були саме співробітники ФСБ».

Один із лідерів російської опозиції, голова «Фонду боротьби з корупцією» Олексій Навальний був госпіталізований із симптомами отруєння 20 серпня в Омську, йому стало зле на борту літака Томськ – Москва. 22 серпня його перевезли до берлінської клініки «Шаріте». Понад два тижні політик провів у комі.

Про те, що Навальний був отруєний речовиною типу «Новачок», повідомила влада Німеччини з посиланням на результати аналізів у лабораторії бундесверу, які пізніше підтвердили в лабораторіях Франції та Швеції. Обставини отруєння, як і раніше, невідомі. Німецьке видання Der Spiegel повідомило, що сліди отрути знайшли в тому числі на пляшці, з якої пив Навальний.

Соратники опозиціонера відразу після його госпіталізації вимагали порушити кримінальні справи за статтями про зазіхання на життя громадського діяча і тероризм. Провести розслідування замаху Росію закликали США та Євросоюз.

Російська влада всі підозри в причетності до отруєння відкидає, називаючи їх «голослівними».

23 вересня Олексій Навальний був виписаний із клініки «Шаріте», однак він досі відчуває серйозні наслідки отруєння.

US Drugmaker Begins Late-Stage Testing of Single-Dose COVID-19 Vaccine in US

U.S. pharmaceutical giant Johnson & Johnson has begun late-stage human trials of a single-dose COVID-19 vaccine in the United States. Dr. Paul Stoffels, Johnson & Johnson’s chief scientific officer, told reporters Wednesday that 60,000 participants have begun receiving the vaccine across 215 locations in the United States, as well as internationally in Argentina, Brazil, Chile, Colombia, Mexico, Peru and South Africa. Dr. Stoffels said Johnson & Johnson moved into the late-stage trial after seeing positive results from its combined Phase 1 and 2 trials in the U.S. and Belgium.   The Johnson & Johnson vaccine is the fourth potential coronavirus vaccine undergoing large-scale Phase 3 testing in the United States, joining Moderna, AstraZeneca and a joint effort by Pfizer and German-based BioNTech. All four efforts are being developed under the Trump administration’s President Donald Trump walks past a U.S. map of reported coronavirus cases as he departs following a coronavirus disease (COVID-19) news briefing at the White House in Washington, July 23, 2020.Speaking to the Senate Committee on Health, Education, Labor and Pensions, Dr. Stephen Hahn said those decisions will be made by career FDA scientists following the agency’s “rigorous expectations for safety and effectiveness.”  The FDA and other federal scientific and regulatory agencies have seen their credibility diminished by constant administration efforts to revise their reports and guidelines to maintain Trump’s views about the nature of the pandemic.  The United States is leading the world in both the number of total COVID-19 cases with over 6.9 million, and fatalities, at almost 202,000.  The United States and many other nations are experiencing a surge of new coronavirus cases, prompting many to reimpose a set of strict lockdowns first ordered at the outset of the pandemic.   Canadian Prime Minister Justin Trudeau said Wednesday in a televised address that the nation’s four largest provinces have entered a second wave of the COVID-19 pandemic.   “We’re on the brink of a Fall that could be much worse than the Spring,” Prime Minister Trudeau warned.  Canada has seen an average of 1,123 new cases daily over the past week, compared with an average of 380 new cases a day in mid-August.   In Israel, Prime Minister Benjamin Netanyahu announced Thursday that the country is returning to a full lockdown effective Friday, and lasting for two weeks as its infection rate spirals out of control.  Schools, entertainment venues and most businesses will be closed, while restaurants will be limited to delivering food.  Residents will be required to stay within 500-1,000 meters of their homes, except for work and shopping for food and medicine, while outdoor gatherings will be strictly limited to 20 people.

Somalia Parliament Approves New Prime Minister

Political newcomer Mohamed Hussein Roble became Somalia’s prime minister Wednesday after getting unanimous approval from lawmakers. Somali President Mohamed Abdullahi Mohamed was in attendance when all 215 members of parliament cast their votes in favor of his appointee.  Roble is promising to create an effective government that addresses some of the key issues facing the country, including having fair presidential and parliamentary elections. Roble’s predecessor, Hassan Ali Khaire, was ousted by parliament in July in a no confidence vote tied directly to his failure to present a roadmap to holding democratic elections due before February 2021.

Прокуратура в США попросила федерального суддю в Каліфорнії засудити росіянина Євгена Нікуліна до 12 років в’язниці за хакерські атаки на соціальні мережі LinkedIn і Formspring і сервіс Dropbox. Про це повідомив портал Law360 з посиланням на базу даних суду.

У липні журі присяжних в Сан-Франциско визнало Нікуліна винним у викраденні даних 112 мільйонів користувачів зламаних ним сервісів. Присяжні вирішили, що він відповідальний за один із найбільших витоків даних в історії США.

Росіянин був затриманий у Празі в жовтні 2016 року на запит Інтерполу. Він попросив політичного притулку в Чехії, але в квітні 2018 року був екстрадований до США. Пізніше Конституційний суд Чехії визнав це рішення незаконним. Його видачі після арешту так само домагалася Росія.

Нікулін свою провину не визнає, його захист попросив обмежитися терміном, який він уже відбув під вартою, і депортувати його на батьківщину.

У США 24 вересня другий день триватиме публічна церемонія прощання з суддею Верховного суду Рут Бейдер Гінзбург.

Труну Гінзбург, накриту американським прапором, перенесли до входу будівлі Верховного суду у Вашингтоні 23 вересня, в перший день церемонії. Захисниця прав жінок та чільна представниця ліберального крила Верховного суду померла 18 вересня від раку у віці 87 років – після 27 років перебування на посаді.

Серед тих, хто віддав шану Гінзбург, були віцепрезидент США Майк Пенс та його дружина Карен, колишній президент Білл Клінтон (який призначив Гінзбург на посаду в 1993 році), його дружина, колишня держсекретарка і кандидатка в президенти від демократів у 2016 році Гілларі Клінтон. Очікується, що президент США Дональд Трамп відвідає церемонію прощання 24 вересня.

Смерть Гінзбург відкрила вакансію у Верховному суді, який складається з дев’яти суддів. Президент Трамп пообіцяв заповнити її ще до виборів 3 листопада. Очікується, що Трамп назве свого кандидата 26 вересня, а республіканці в Сенаті заявляють, що можуть провести голосування до виборів. Це може забезпечити консервативному крилу у Верховному суді впевнену більшість голосів – шість на три.

Trump Hedges on Committing to Peaceful Transfer of Power

U.S. President Donald Trump has declined to confirm he is willing to agree to a peaceful transfer of power if he loses his November 3 bid for re-election to Democratic Party nominee Joe Biden.  “We’re going to have to see what happens,” said the president in response to a reporter’s question during a White House news conference on Wednesday evening. “I’ve been complaining very strongly about the ballots and the ballots are a disaster.”  Trump, without evidence, has repeatedly predicted massive fraud with tens of millions of mail-in ballots, which Democrats have encouraged amid the coronavirus pandemic.   “We want to have — get rid of the ballots,” continued the president, explaining if that happens “there won’t be a transfer, frankly; there’ll be a continuation.”  
  
Biden, after his campaign plane landed in Delaware on Wednesday evening, was asked to respond to Trump’s remarks.  “What country are we in? I’m being facetious,” said the former vice president. “I said what country are we in? Look, he says the most irrational things. I don’t know what to say.”At least one of Trump’s fellow Republicans in the U.S. Senate, expressed alarm about the president’s remark.  “Fundamental to democracy is the peaceful transition of power; without that, there is Belarus,” said Senator Mitt Romney of Utah on Twitter. “Any suggestion that a president might not respect this Constitutional guarantee is both unthinkable and unacceptable.”Fundamental to democracy is the peaceful transition of power; without that, there is Belarus. This statement from the president of the United States should trouble every American,” said David Cole, the national legal director of the American Civil Liberties Union.  Earlier Wednesday, Trump said he thinks the November election “will end up in the Supreme Court and I think it’s very important that we have nine justices.” The president plans to announce his Supreme Court nominee on Saturday to fill the seat of liberal Justice Ruth Bader Ginsburg who died this past Friday.  If the Senate confirms the president’s nominee before the election that would give the conservative wing a 6-3 majority on the court. “This scam that the Democrats are pulling, it’s a scam, the scam will be before the United States Supreme Court, and I think having a 4-4 situation is not a good situation,” said Trump. The president has repeatedly expressed concern about plans by a number of states, including California, Colorado, Hawaii, Nevada, New Jersey, Oregon, Utah, Vermont and Washington, to automatically dispatch mail-in ballots to all state residents for the election. Benjamin Ginsberg, a top election lawyer who has represented four Republican presidential candidates, has been quoted this month saying Trump’s prediction of fraud with such ballots lacks evidence.  “The president’s words make his and the Republican Party’s rhetoric look less like sincere concern — and more like transactional hypocrisy designed to provide an electoral advantage,” Ginsberg wrote in a Washington Post opinion article. “And they come as Republicans trying to make their cases in courts must deal with the basic truth that four decades of dedicated investigation have produced only isolated incidents of election fraud.”

US Justice Department Proposes Changes to Internet Platforms’ Immunity

President Donald Trump met with nine Republican state attorneys general on Wednesday to discuss the fate of a legal immunity for internet companies after the Justice Department unveiled a legislative proposal aimed at reforming the same law. Trump met with attorneys general from Arizona, Arkansas, Louisiana, Mississippi, Missouri, South Carolina, Texas, Utah and West Virginia. Also Wednesday, the Justice Department, which is probing Google for potential breaches of antitrust law, held a call with state attorneys general’s offices to preview a complaint to be filed against the search and advertising giant, perhaps as soon as next week, according to two sources familiar with the matter.   It is normal for the department to seek support from state attorneys general when it files big lawsuits. Critics have accused Google, owned by Alphabet Inc., of breaking antitrust law by abusing its dominance of online advertising and its Android smartphone operating system as well as favoring its own businesses in search.   The White House said the legal immunity discussion involved how the attorneys general can utilize existing legal recourses at the state level—in an effort to weaken the law known as Section 230 of the Communications Decency Act, which protects internet companies from liability over content posted by users. After the meeting, Trump told reporters he expects to come to a conclusion on the issue of technology platforms within a short period. It was not immediately clear what conclusion he was referring to.   He said his administration is watching the performance of tech platforms in the run-up to the Nov. 3 presidential election. “In recent years, a small group of powerful technology platforms have tightened their grip over commerce and communications in America,” Trump said. “Every year countless Americans are banned, blacklisted and silenced through arbitrary or malicious enforcement of ever-shifting rules,” he added.   Trump, who himself frequently posts on Twitter, said Twitter routinely restricts expressions of conservative views.   Earlier on Wednesday, the Justice Department unveiled a legislative proposal to reform Section 230. It followed through on Trump’s bid earlier this year to crack down on tech giants after Twitter Inc. placed warning labels on some of Trump’s tweets, saying they have included potentially misleading information about mail-in voting. The Justice Department’s proposal would need congressional approval and is not likely to see action until next year at the earliest. Unless the Republicans win control of the House of Representatives and maintain control of the Senate in the November elections, any bill would need Democratic support.   The Justice Department proposal primarily states that when internet companies “willfully distribute illegal material or moderate content in bad faith, Section 230 should not shield them from the consequences of their actions.” It proposes a series of reforms to ensure internet companies are transparent about their decisions when removing content and when they should be held responsible for speech they modify. It also revises existing definitions of Section 230 with more concrete language that offers more guidance to users and courts.   It also incentivizes online platforms to address illicit content and pushes for more clarity on federal civil enforcement actions.    The Internet Association, which represents major internet companies including Facebook Inc., Amazon.com Inc. and Google, said the Justice Department’s proposal would severely limit people’s ability to express themselves and have a safe experience online. The group’s deputy general counsel, Elizabeth Banker, said moderation efforts that remove misinformation, platform manipulation and cyberbullying would all result in lawsuits under the proposal.

Aerial Footage Appears to Show Dead Whales in Tasmania

Aerial footage showed what appeared to be dead whales beached off the Australian coast, Wednesday, September 23, with more than half the estimated 470 mammals in the country’s biggest stranding on record already believed dead. ––––––––– READ MORE: Rescuers are trying to save scores of whales beached in the Australian state of Tasmania. Earlier this week, a pod of 270 pilot whales were found washed ashore. Two hundred more were discovered a short distance away Wednesday.   The stranding of about 470 pilot whales on the west coast of Tasmania is the largest ever recorded in the state’s history.   The animals were found washed up on sandbars Monday, prompting a rescue operation involving wildlife experts, the police and volunteers. The group managed to return some of the whales into deeper water and coax them back out to sea. It is a challenging task.
